suggested this created diversity on the Committee and that the AFSCME Business Agent <br />should be conferring with the City Administrator or the Personnel Coordinator only. <br /> <br />Councilmember Beyer stated that she has always said the salaries should be higher. <br /> <br />Councilmember Hardin felt that the system the City has in place now is aiding in getting the <br />salaries higher. <br /> <br />Councilmember Beyer stated that if Couneilmember Hardin is trying to get her off the <br />Committee, it will not work; she intends to stay. <br /> <br />Councilmember Hardin stated he is prepared to make a motion at the Council level to have <br />Councilmember Beyer removed from the Committee. <br /> <br />Councilmember Beyer stated she has broken no rules. <br /> <br />Councilmember Hardin felt that Couneilmember Beyer had tainted the whole bargaining <br />process. <br /> <br />Councilmember Peterson agreed that Councilmember Beyer has always argued for higher <br />wages for City Staff. He stated that until he knows that she (Beyer) has violated any laws, <br />she is welcome to stay as a member of the Committee. He added, however, that he is <br />concerned about her relationship with Police Secretary Arlene Stafford. <br /> <br />Councilmember Beyer stated she does not disclose any information to Ms. Stafford. <br /> <br />Councilmember Hardin reiterated that what's being said at the Committee has to stay here <br />and that the process has been skewed. <br /> <br />Councilmember Beyer stated it has been skewed only in Councilmember Hardin's mind. <br /> <br />A discussion ensued between Councilmembers Beyer and Hardin regarding the negotiating <br />process. <br /> <br />City Administrator Schroeder stated that it is not positive to have this disparity of opinion. <br />He stated he was not certain that the negotiating process was tainted, but he agreed that <br />once negotiating begins, the Committee has to be one voice. He suggested meeting another <br />day when the Committee has had time to reflect what's been discussed here. <br /> <br />Councilmember Peterson suggested meeting with all the Councilmembers to discuss <br />options. <br /> <br />Councilmember Beyer stated it would destroy the negotiating process if one of the <br />members was eliminated at this time. She stated she will continue working toward her <br />position. <br /> <br />Discussion ensued regarding the entire Council serving as the Negotiating Committee. <br /> <br />Personnel Coordinator McAloney stated that Ramsey's process is unique.
