Ms. McAloney felt that Staff did not have any idea how this process is handled. <br /> <br />Councilmember Beyer inquired about positive feedback. <br /> <br />Ms. McAloney stated she hadn't really heard any. She added that she does not see <br />negotiations as a beginning or end, she sees it as a continuing process. She felt that it is <br />never right for a member of this Committee to meet with the AFSCME Business Agent. <br /> <br />City Administrator Schroeder suggested it will be difficult dealing with AFSCME as they <br />seem to have taken the position that they should "create a bit of a ruckus". He stated there <br />is currently a grievance filed regarding Dan Bray mowing parks and now there is an air <br />quality concern at the Public Works facility. He felt with all these concerns, the contract <br />will not be easy to negotiate. Mr. Schroeder added that this Council has tried to take the <br />position that we have some employees with adequate compensation and some with less <br />than adequate. AFSCME doesn't care if some folks are making more or less; they just <br />want percentage increases. They do not want any part of the plans we have had the last <br />couple of years; they do not care if there is wage disparity. He stated there are people who <br />have been here for a time and they are paid at the minimum of their pay class. He stated <br />"we need to be able to continue to deal with these". The Union wants everyone to have <br />cost of living raises. Mr. Schroeder felt it was not fair that everyone get the same increase. <br /> <br />Councilmember Peterson stated it is unfortunate that the Negotiating Committee meeting <br />started this way. <br /> <br />Councilmember Beyer suggested that if accusations were going to be made, <br />Councilmember Hardin is close personal friends with one of the AFSCME Union <br />Stewards, Jim Gromberg. <br /> <br />Councilmember Beyer was informed that Mr. Gromberg is no longer a Union Steward. <br /> <br />Councilmember Hardin stated there is a little difference between having a close personal <br />friend on staff and meeting with the AFSCME Business Agent. <br /> <br />Councilmember Beyer stated there is no difference. <br /> <br />Councilmember Peterson suggested scheduling another meeting. <br /> <br />ADJOURNMENT <br /> <br />The Negotiating Committee adjourned at 5:25 p.m. <br /> <br />Respectfully submitted, <br /> <br />Negotiating Committee/November 3, 1993 <br /> Page 3 of 3 <br /> <br /> <br />
