City of Ramsey <br /> <br />15153NOWTHENBOULEVARDN.W.,RAMSEY, MINNESOTA 55303 · (612) 427-1410 <br /> <br />March 22, 1993 <br /> <br />'Mr. Jon Olson <br /> Deputy County Engineer <br /> Anok. a County <br /> 1440 Bunker Lake Blvd. N.W. <br /> Andover, Minnesota 55304 <br /> <br />Dear Jon: <br /> <br />I am in receipt of your Five Year Highway Improvement Plan dated February 1993. I have noted <br />that in your plan, within the City of Ramsey, County Road gl 16 is proposed to be extended from <br />· Ramsey Boulevard to County Road #83 in the year 1998 at an Engineer's estimated cost of <br />$500,000. Apparently that is the only Anoka County Highway project within the City of Rarnsey <br />between now and 1998. I have also noted that your longer term project list includes County Road <br />#63 between County State Aid Highway (C.S.A.HH.) #24 and Trunk Highway #47 as well as <br />between C.S.A.H. #5 and County Road #83. This long term list includes County Road #83 <br />between County Road #63 and 822 in Bums and an improvement to County Road #116 between <br />Dysprosium Street N.W. and County Road #56. Finally, your list also includes an upgrade of the <br />intersection of C.S.A.I---I. #5 with Trunk Highway #47. <br /> <br />While we appreciate that the County has identified a need to extend County Road #116 beyond its <br />terminus to County Road 883 in 1998, it certainly would be helpful if that could be moved up <br />somewhat. You are certainly aware that the Metropolitan Council has expressed a strong desire to <br />see off system road improvements parallel to Highway gl0. Further that they have made <br />considerations such as these a prime consideration for any MUSA expansions in the City of <br />Ramsey. It is currently projected that the City of Ramsey will be depleted of its developable <br />residential land within the MUSA line by the year 1996. Therefore, it may become important to <br />provide the Metropolitan Council increased assurances that County Road #116 will, in fact, be <br />extended to deal with their identified traffic congestion on Highway #10. Currently, City Staff is <br />proposing the final extension of our 153rd Avenue N.W. crosstown as a 1994 project. It would <br />certainly be beneficial to this project as welI if the County Road gl 16 extension could be moved up <br />to an earlier date. <br /> <br />I have n0ied, pursuant to the above, that the intersection of C.S.A.H. #5 and Trunk Highway #47 <br />currently iJ"-hot programmed. The subdivision at this intersection has gained preliminary plat <br />approval and we expect that construction will start, if not this year, certainly by next year. This <br />plat presupposes that the intersection at C.S.A.H. #5 and Trunk Highway #47 will be upgraded in <br />the near term. Further, the Mn/DOT project upgrade of Trunk Highway #47 at County Road #116 <br />has been delayed to the year 1994. We are hopeful that with this delay, we can cause that project <br />to be extended up to the intersection with C.S.A.H. #5. Therefore, we would also like your <br />consideration of this project in the near term. <br /> <br />Pursuant to the improvement of County Road 063, certainly you will find our favor with any <br />improvement here. It is currently a roadway in poor condition, one that appears to receive a <br />significant level of traffic, and one that would receive significant improvement if widened to <br /> <br /> <br />
