POLICY FOR ASSISTING INDIVIDUALS WITH H()OKUP CHARGES TO WATER AND SEWER UTILITIES RECEIVING AVAILABILITY FRO/',{ SUBDI'~'ISION EXTENSIONS Preamble: Municipal sewer and water utilities represent a higher level of both treatment and monitonng than are afforded by individual on-site systems. In addition, the City has a significant inves*,ment in the infrastructure associated with these utilities and it is therefore in the ~st interest of the utiliw to have as many available customers connected to these utilities thereby reducing costs for all of' the utility customers. For this reason, the City has passed an ordinance requiring hookup to the system within two >,ears of availability to the urihB,. This compulsory hookup may cause property owners to incur costs which they may find a financial burden. II is then appropriate that some mechanism allow such property owners to comply with City ordinances, vet avoid unreasonable financial burdens. Poliey: This policy shall apply in cases where a property owner is subjec! to compulsor5, hookup to municipal services due to the two >,ear ava/lability rule, with the exception that if the property owner has replaced either th: septic tank or riminfield within a period of twelv.e months prior to the sewer becoming available, the property owner shall receive an additional one >'ear extension to connect to the sewer uriiiry. It shall be the ¢oii:v of the City o£ R. amszy to allow sewer and water hookup fees to be collect~ as a spec. icl assessmem to the property, payable over a per/od no ~eater than ten ',,ears with interest on th: outstan~ng balance, as a courmsv to the prope~, ow. net. The interest rate to be charged shall be set from rime to rime by resolution of the CiD, Couh:J2. The owner shall sign a request for this hookup charge to be implemented as a special assessment and shall waive a fight to a public hearing. Specifi: items eii~ble for consideration may include sewer and water trunk charges, the S_~.C. charge collected by the CiD' and paid ro the Metropolitan Waste Control Commission and W.A.C. charges. Charges which shall be ineli~ble for consirierarion shall include the cost of building repiumbing, sewer and water laterals laid on private properO, and abandonment of private sewer and water utilities.- This policy shall not appiy to circumstances where a prop:r-O' is subciivid~ or a use more intensive than what existed at the rime of ava_ilabiliry is creat~.5. In such circumstances, no sub:5_iv/sion shall 'bt allowed or plumbing permit for a more intensive land use be issued until the property owner pays the fair share cost of the imorovement in present day values that it would have paid if it had been special assess-~i at the rime 6f the improvement.
