CASE <br /> <br />1994 STREET MAINTENANCE PROGRAM <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The purpose of the annual street maintenance program is to address the maintenance needs of the <br />City's pavements on a periodic basis so as to maximize the life and usability of City streets. <br />Enclosed is a copy of our street inventory which contains an historic summary of all our City <br />streets. This inventory includes information on the length and width of pavement, the year the <br />pavement was constructed, the year it was most recently sealcoated, the years of previous <br />sealcoating and the year any pavement was overlaid. This inventory provides the basis of <br />scheduling candidate projects for the annual street maintenance program. In reviewing the <br />information contained in this inventory, it becomes apparent that the general trend has been to seal <br />a new pavement for the first time after six years and to consider a second sealcoating or overlay <br />after approximately eight years. However, there have been variations to that pattern with some <br />pavements being sealed as little as two years after construction and as long as ten years. I have <br />summarized the information contained in the street inventory and an enclosed table entitled <br />"Ramsey Pavement History". The information in this table provides a chronologic summary of the <br />number of miles of City streets constructed, sealcoated and overlaid on an annual basis. It is <br />significant to note that the construction of pavement within the City fluctuated considerably from <br />year to year. In particular, you will notice that better than one-third of the City's pavement was <br />constructed in the three years between 1979 and 1981, and almost half of the pavement was <br />constructed in the five-year interval between 1978 and 1982. This unique construction history <br />presents a problem to the goal of addressing pavement maintenance on a periodic basis, since there <br />is a very significant bulge in the size of the program needed when addressing the maintenance <br />needs of pavements constructed within these years. <br /> <br />You will also notice, from this table, that our sealcoadng program which was initially begun in <br />1981, has fluctuated considerably in the number of miles addressed each year. To address the <br />maintenance needs of the entire pavement system on an eight-year basis would require <br />approximately 15 miles of roadway to be addressed each year. This target has been met for the <br />past two street maintenance programs. This amount should be the goal for future years. <br /> <br />Unfortunately, when compiling a list of candidate street projects for 1994 on the basis of scheduled <br />need, 23.25 miles of street become eligible. A listing of the candidate projects is contained on the <br />enclosure entitled "Candidate 1994 Street Maintenance Program Projects". This project contains <br />information on when each pavement was constructed or last received maintenance. It also contains <br />a preliminary cost estimate which is associated with each project for sealcoating and/or overlaying <br />based upon the per square yard costs experienced for the 1993 program. The preliminary per lot <br />cost esnmate for sealcoating and crack filling streets is 70¢ per square yard and overlays are <br />estimated at $2.50 per square yard. It quickly becomes apparent that not all candidate projects can <br />be scheduled in the 1994 program under the current budget. This budget is set at $100,000 for the <br />City's share, which would be leveraged by special assessments in an equal amount, plus any <br />escrows which have been contributed by developers. The projects which have been selected for <br />scheduling the 1994 program have been highlighted in bold type on the candidate street <br />maintenance program table. Comments associated with each project indicate any escrows which <br />may be available to offset the cost of the project and also contain comments on the condition of the <br />pavements and possible reasons for which they should be delayed. <br /> <br />The proposed program consists of a total of 14.6 miles which is divided between 11.1 miles of <br />sealcoat and crack filing and 3.5 miles of overlay. The preliminary cost estimates associated with <br />the program total $234,665.00, of which $125,280 is anticipated to be assessed, $8,600 is <br /> <br />.7 <br /> <br /> <br />
