anticipated to be available from escrow contributions, and the remaining $100,780 will be the
City's share.

The proposed program leaves a backlog of 8.6 miles of candidate projects which will not be
addressed in 1994. To assess how this backlog will be addressed in future programs, I have
prepared a table entitled "Six Year Street Maintenance Project Forecast". Columns A through D
present the number of miles of roadway which would be scheduled assuming that new streets are
programmed after six years, and older pavements scheduled eight years after last having been
addressed on the maintenance program. Column H is significant in that it presents the number of
miles of street for which developer contributions can be utilized. Column I is significant in that it
represents the number of miles of program for which City funding is required. It is assumed that
in subsequent years, the City will continue to fund the street maintenance program at the current
level of $100,000 each year. At this rate, it is anticipated that only 15 miles of street can be funded
each year. Using these assumptions, it is apparent that the backlog of streets not funded will
continue until the 1997 program, when a substantial drop in the number of streets requiring City
funding for the program will occur.

It is important to note that this projection is based solely on the number of miles of streets that need
to be addressed. The underlying assumption being that the cost of addressing this number of miles
will be similar to the past two years program. This assumption may not be valid if it is determined
that increasing percentage of streets need to be overlaid as opposed to sealcoated. In this event, we
could anticipate the significant decrease in funding for the street maintenance program in 1997
would be offset by the need to overlay an increasing number of streets in 1998 and 1999.

Committee Action:

The action of the Road and Bridge Committee will be to review the proposed street maintenance
program and direct the City Engineer to prepare a feasibility study to be presented to Council in
January to initiate the street maintenance program.

Reviewed by:

City Engineer
City Administrator

RB:12/14/93
