CASE

PROPOSED ORDINANCE REGULATING SINGLE FAMILY
DWELLING AND ACCESSORY STRUCTURES TO BE
MOVED INTO OR WITHIN THE CITY OF RAMSEY
By: Glyn Huff, Building Official

Background/Observations:

Staff has been aware, for sometime, that the procedure for moving in structures has not
been formally documented. Staff has relied on past procedure as policy and relates that
procedure when occasion arises.

Recently, a resident approached Staff wanting to move in an accessory structure. There
were time limits on the removal of this structure from its location in a neighboring city.
The structure conformed with our ordinance, however, because of our procedure regarding
moving in structures, the resident could not meet the time frame for removal, and
consequently lost the purchase.

Discerning that the current policy is time consuming and cumbersome, Staff would prefer
to work with an ordinance. The intent of such ordinance would:

1. Spell out procedure.

Eliminate need for Planning and Zoning Commission and City Council review of
structures to be moved into single family zoned districts.

3. Provide for fees in addition to building permit fees.

Allow City Administrator or City Council to revibw any application for a dwelling
which may be denied.

Recommendation:

Staff recommends that City Council introduce an ordinance to address procedure for
moving structures within or to the City of Ramsey.

Council Action:

Motion to recommend that City Council adopt Ordinance g93-XX to establish a procedure
for structures being moved into single family zoned districts into or within the City of
Ramsey.

Reviewed by:

Building Official
Zoning Administrator

PZ: 01/05/93

Copies also distributed to:

City Administrator
City Engineer
Project Manager
City Attorney
