We offer the following <br />comments: <br /> <br />~ Thc subject property is zoned R-1 Urban Residential, R-3 Urban Residential and <br />B-2 Business. Accordingly, the City has received an application to rezone the R-3 Urban <br />Residential and B-2 Business portions of the subject property to R-1 Urban Residential to <br />permit development of the entire property with single family homes. <br /> <br />General: The proposed plat consists of approximately 61 acres to be developed with <br />municipal water and sanitary sewer and subdivided into approximately 123 single family <br />lots. ' <br /> <br />Lot Sizes and Dimensions: The minimum lot width in the R-1 Urban Residential Dismict is <br />80 feet, or 90 feet on comer lots, and the minimum lot area is 10,800 square feet. Ali of <br />the tots meet these minimum requirements except Lot 8, Block 10; Lot 4, Block 9; Lot 4, <br />Block 5; Lot 3, Block 6; Lot 5, Block 6; and Lot 8, Block 2. In addition, the grading plan <br />yet to be submiued should reflect the amount of square feet in each lot that is above the final <br />wetland designation. It appears that eleven lots adjacent to the natural wetlands on the <br />north end of the plat have only 8,000 square feet of non-wetland area. It has been the <br />CiB,'s policy to require 10,800 square feet above the wetland. <br /> <br />Ac. ceos to LOTS: Ail lots in the plat would be accessed by interior streets; no lots would <br />have direct access onto State Hwy. #47. <br /> <br />Streets. At the time of sketch plan review, Argon Street N.W. was proposed to terminate <br />mating a dead-end street approximately 1,400 feet long, which is in excess of our standard <br />of 600 feet for such streets. An add/tional connection to the east was not feasible since <br />there are no access roads planned south of 147th Lane N.W. into River's Bend, nor would <br />such a road be desireable as it could add significant traffic to Waco Street. The proposed <br />future extension of Argon Street into the property to the south and onto T.H. #47 would <br />eventually eliminate the long dead-end, however, it does not appear that the extension <br />would happen soon enough to justify permitting a 1,400 foot dead-end in the interim. <br />Consequently, the preliminary plat has been revised from the sketch plan to eliminate <br />several lots on the southern end of the plat, which area is now shown as Outlot B for future <br />development. This redesign has reduced the length of dead-end from 1,400 feet to 850 feet <br />with a temporary cul-de-sac. Staff recommends approval of the preliminary plat with a <br />variance to the 600 foot limit on dead-end streets. <br /> <br /> <br />
