The City's transportation plans call for a 120 foot right-of-way for major arterials, which <br />would require the developer to dedicate 60 feet from the center of T.H. #47. The <br />preliminary plat shows 50 f~t is proposed to be dedicamd. In light of the fact that 40 feet <br />of park has been dedicated adjacent to the right-of-way. Staff feels the 50 foot dedication <br />for T.H. #47 will be adequate. <br /> <br />In accordance with Staff's recommendation, the plat has been redesigned to provide a street <br />outlet from this subdivision onto T.H.//-47 that will align with the future intersection of <br />Sunfish Lake Drive and T.H. #47. The preliminary plat has been forwarded to Mn/DOT <br />for their review and comments. <br /> <br />Park Dedication. The proposed plat was reviewed by the Park and Recn'eation Commission <br />on February 11. It is recommended that park dedication consist of land dedication and <br />development of 8 foot wide hardsurface trails from the southwest corner of the plat <br />travelling north and east through the plat to connect with Juniper Woods. Park dedication <br />credit will be given for all areas dedicated for trail purposes outside of street right-of-way. <br />The balance of any park dedication due would be satisfied with a cash payment which <br />would be proposed to be applied to completing the wail from Amber Ridge north to 153rd <br />Avenue and/or south to River's Bend 3rd Addition. <br /> <br />L. llllgLS.gltP, igg. At thc time of sketch plan review, Staff's recommendation was for a 7 foot <br />landscaped berm to buffer the single family homes and trail from Hwy. g47, At this <br />writing, a grading plan and a landscaping plan for Amber Ridge has not been received <br />which would verify the provision for the buffer berm. <br /> <br />Drainage and Wetlands: At this point, no grading and drainage plans have been received. <br />Possible outlets for drainage include a storm sewer in 149th Avenue and a wetland with an <br />outlet to the Rum River south of 147th Lane in River's Bend. Outlot A on the southern <br />end of the plat will provide area for a sedimentatior/basin erior to discharge. It is <br />presumed that the natural wetland north of 149th Lane'N.W. will play a role in the storm <br />drainage system in that area of the plat. The developer is expected to submit a drainage <br />plan along with hydraulic calculations at the time of Preliminary Plat. A 100 year flood <br />elevation on existing or created wetland should be established to identify acceptable house <br />pad elevations. The extent of all wetland should be delineated and identified on the grading <br />plan so compliance with the wetland conservation act can be determined. Any area <br />intended for drainage purposes should be reflected as drainage easement rather than outlot <br />on the final plat. <br /> <br />The Planning and Zoning Commission will be meeting at 7:30 p.m. on Tuesday, March 2, 1993 to <br />consider the request for preliminary plat review of Amber Ridge and the request for rezoning <br />portions of the subject area from B-2 Business and R-3 Urban Residential to R-1 Urban <br />Residential. A copy of the proposed findings of fact relating to the request for rezoning are <br />enclosed for your information and review.
