Case #2: Request for Sketch Plan Review of Ramsey Commons 2nd <br /> Addition; Case of North Suburban Development, Inc. <br /> <br />Zoning Administrator Frolik explained that Mr. Jack Menkveld of North Suburban <br />Development, Inc. has submitted a sketch plan for Ramsey Commons 2nd Addition. The <br />subdivision consists of a replat of the four lots in Ramsey Commons into seven single <br />family urban residential lots. It appears that all of the lots are in excess of the 10,800 <br />square foot area minimum and meet the 80 foot width at the building setback line. Ms. <br />Frolik stated that the City Engineer has recommended that the watermain be looped through <br />the plat between Lots 3 and 4 and south to Sunfish Lake Drive. It has also been suggested <br />that a pedestrian walkway be developed between Lots 3 and 4. A portion of the plat is <br />impacted by a wetland which will have to be replaced. Ms. Frolik stated it is suggested that <br />two ponding areas be developed on either side of the pedestrian walkway to accomplish <br />wetland mitigation and provide a buffer between the public walkway and the residential <br />uses on Lots 3 and 4. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to direct the <br />developer to proceed to apply for preliminary plat approval of Ramsey Commons 2nd <br />Addition based on City Staff Review letter dated December 28, 1992. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud, <br />Hendriksen, Holland, LaDue and Terry. Voting No: None <br /> <br />Case #3: Request for Site Plan Review; Case of AMSCO <br /> <br />Zoning Administrator Frolik stated that Al Harp of AMSCO has submitted a site plan for an <br />expansion to their existing facility at 14021 Azurite Street N.W. AMSCO manufactures <br />coating materials primarily for recreational uses such as tennis courts and running la'acks. <br />The proposed expansion consists of a 1,200 square foot office h'ea and a 1,600 square foot <br />cold storage area. <br /> <br />Mr. A1 Harp and Mr. Larry Carlson, owners of AMSCO, were present and addressed each <br />issue in the City Staff Review Letter dated December 28, 1992. They expressed concern <br />with regard to upgrading their parking area when Azurite Street N.W. is a dirt street. They <br />stated they did not have the funds available right now to hard surface their entire area and <br />felt that the curbing should be done ali at one time at a later date. Mr. Hart stated that he <br />has plans for future expansion also and if all the curbing has to be done now, he will not be <br />able to afford to expand again in the future. <br /> <br />Ms. Frolik stated that if the hardsurfacing and curbing requirements could be postponed, <br />AMSCO would have to post a financial guarantee with the City to assure improvements <br />will be done at the appropriate time. <br /> <br />Discussion ensued regarding metal buildings. The Commission suggested lap metal siding <br />be specified on the agreement. <br /> <br />With regard to curbing and paving, Commissioner Deemer suggested that curbing be <br />installed along the north side of the driveway, west side of the new addition and that eight <br />spots of parking area be paved. One handicap parking space will be included in the eight <br />spaces. Commissioner Deemer submitted a drawing (Attachment "A") of where the <br />curbing should be. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to <br />recommend that City Council grant site plan approval to AMSCO contingent upon <br /> <br />Planning & Zoning Commission/January 5, 1993 <br /> Page 3 of 6 <br /> <br /> <br />
