Voting No: None. <br /> <br />Case #4: Proposed Ordinance Amending Ramsey City Code Chapter 9 <br /> Section 9.11.02 Subdivision 2, Accessory Uses <br /> <br />Project Manager Gromberg stated that City Staff has been reviewing sections of the <br />Ramsey City Code as the codification process is being completed. It has become apparent <br />that sections of the Code conflict with one another. One such section is Section 9.11.02 <br />Accessory Uses, Subdivision 2 which deals with the exterior storage of automobiles. <br />Chapter 5.12 Condition of Premises, Item A, also deals with vehicle storage. Section <br />9.11.02 contradicts Section 5.12; therefore Staff is recommending language changes. Mr. <br />Gromberg stated that City Staff is recommending that the Planning and Zoning <br />Commission schedule a public hearing for the ordinance amendment and upon receiving <br />input from concerned residents, make a recommendation to the City Council. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Terry to direct Staff <br />to schedule a public hearing regarding the proposed amendment to Section 9. I1.02 <br />Accessory Uses, Subdivision 2 of the Ramsey City Code. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Terry, <br />Deemer, Holland, LaDue and Thorud. Voting No: None. <br /> <br />Chairperson Bawden recessed the Planning and Zoning Commission meeting at 8:54 p.m. <br />Chairperson Bawden called the meeting back to order at 9:04 p.m. <br /> <br />Case #5: <br /> <br />Proposed Ordinance Regulating Single Family Dwelling and <br />Accessory Structures to be Moved Into or Within the City of <br />Ramsey <br /> <br />Building Official Huff stated that the City's past policy for moving structures into the City <br />could be expedited. He proposed the following procedure: An applicant would file an <br />application and submit an escrow fee. City Staff would inspect the structure for building <br />and zoning code compliance, file a written report and inform the applicant of approval or <br />denial of the application in writing. If the permit is denied, the applicant may appeal to the <br />City Administrator within 30 days. This appeal would then be submitted to City Council <br />for a final decision. This would eliminate review by the Planning and Zoning <br />Commission. <br /> <br />Discussion ensued with regard to the amount that should be charged to ensure the City will <br />not get "stuck" with a structure that cannot be repaired or brought up to Code. <br /> <br />Motion by Commissioner I-Iendriksen and seconded by Commissioner Deemer to table <br />voting on this proposed ordinance regulating single family dwellings and accessory <br />structures to be moved into or within the City of Ramsey and direct Staff to include <br />language in the proposed ordinance requiring the applicant to Provide the City with a <br />financial guarantee in an amount sufficient to ensure completion of the project or remedial <br />action for a sub-standard structure.
