Councilmember Zimmerman stated that it appeared the development efforts were focused
on the southern part of the Metro Area development and that an affiliation with the AMM
was like a statement of support for the southern development.

Councilmember Peterson stated that in the years he's been on the Council, it was not really
"broadcast" by the AMM that the City could "turn to them for help". He suggested the
AMM send out a survey asking for feedback from cities.

Consensus of the Council was that the request by the AMM would be placed on the next
Budget Committee agenda for discussion and they would make a recommendation to the
City Council.

Case #3: Introduction of Franchise Fee Ordinance

Motion by Mayor Gilbertson and seconded by Councilmember Hardin to table the
introduction of the franchise fee ordinance until all Councilmembers are present and can
offer input.

Motion carried. Voting Yes: Mayor Gilbertson, Councilmembers Hardin, Peterson and
Zimmerman. Voting No: None. Absent: Councilmember Beyer.

Case #4: District #50 Senator-Elect Paula Hanson

Senator-elect Paula Hanson introduced herself and informed Council she would be serving
on committees dealing with education, transportation, veterans, agriculture and funding for
education and transportation. She encouraged Council and Staff to contact her about any
issues and concerns.

Case #5: Petition for Local Improvement (Street Project)

City Administrator Schroeder stated the City has received a petition from over 50% of the
property owners along Bison Street N.W. between 171st Avenue N.W. and 173rd Avenue
N.W. requesting paving.

Motion by Councilmember Hardin and seconded by Councilmember Peterson to accept the
petition and direct City Engineer Jankowski to prepare a feasibility study.

Further discussion: Councilmember Peterson inquired if it had been a year since the City
Council last acted on this request. Mr. Schroeder thought that it had been a year, or very
close to it, and added that this is actually a different request.

Motion by Councilmember Hardin and seconded by Council Peterson to amend the motion
to read to accept the petition and direct City Engineer Jankowski to prepare a feasibility
study subject to the time period between requests being a year.

Motion carried. Voting yes: Mayor Gilbertson,' CoU'ncilmember Hardin, Peterson and
Zimmerman. Voting No: None. Absent: Councilmember Beyer.

Case #6: Schedule Board of Review for 1993

Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to
schedule the Board of Review for 7:00 p.m. on Thursday, April 1, 1993.

City Council/December 8, 1992
