o <br /> <br />o <br /> <br />10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />The west 466.00 feet of that part of the Northwest Quarter of the Southwest Quarter of <br />Section 24, Township 32, Range 25, Anoka County, Minnesota, described as follows: <br />Beginning at the northwest comer of said Northwest Quarter of the Southwest Quarter; <br />thence East on the north line thereof for a distance of 870 feet to the Westerly line of Public <br />Road known as State Highway No. 47; thence South 25 degrees East along the said <br />Westerly line of said Public Highway for a distance of 165.50 feet; thence West and <br />parallel with the said north line of the Northwest Quarter of the Southwest Quarter for a <br />distance of 939.9 feet to the west line of said Northwest Quarter of the Southwest Quarter;, <br />thence North for a distance of 150.00 feet to the point of beginning. (Subject to the right of <br />the public in and to State Trunk Highway No. 47. Subject to other valid easements if any.) <br /> <br />The total area of the property to be rezoned is approximately nineteen (19) acres in size. <br /> <br />That the subject property is currently zoned B-1 Business. <br /> <br />That the properties to the north, west and east of the subject property are zoned B-1 <br />Business; the property to the south is zoned R-1 Rural Residential. <br /> <br />That the Applicants have submitted a sketch plan that proposes to develop the subject <br />property with single family urban residential lots when the subject property is incorporated <br />into the Municipal Urban Service Area (MUSA). <br /> <br />That the City of Ramsey Comprehensive Plan targets three specific areas for commercial <br />neighborhood centers; one on the south side of Hwy. #10, one at the intersection of <br />County Road #5 and Hwy. g47 and north thereof to approximately 146th; and the other at <br />the intersection of 153rd Avenue N.W. and Hwy. i~47, which includes the Applicanfs <br />property proposed for rezoning. The area at County Road #5 and Hwy. #47 has been <br />substantially depleted by the development of a church and single family homes. <br /> <br />That the Comprehensive Plan defines neighborhood center as one that provides <br />convenience shopping for day-to-day needs within easy walking distance (1/2 mile) or <br />within 5 minutes driving time of all residents within its primary trade area. The type of <br />development desired is one or more supermarkets and a large drug store; hardware stores, <br />minor appliance stores, cleaning and repair services, barber and beauty shops, card and gift <br />shops, dairy stores, bakeries, clothing shops, florists, small variety stores, professional <br />offices. Location criteria should be intersection of thoroughfares and/or collectors, adjacent <br />to low density (single family) neighborhoods. <br /> <br />That the development of the commercial property at the intersection of Hwy. #47 and <br />County Road #116 is a reasonable replacement for the neighborhtxxt center targeted for the <br />intersection of Hwy. t~t47 and County Road #5. <br /> <br />That the intersection of 153rd Avenue N.W. and Hwy. #47 is the last remaining <br />intersection along the Hwy. g47 route that would fulfill the Comprehensive Plan criteria for <br />a neighborhood center in the urban area. <br /> <br />That the City of Ramsey has received approval to utilize Community Development Block <br />Grant funds in 1993 for the purpose of updating the land use plan may impact the subject <br />property. <br /> <br />That the proposed zoning admendment will/will not substantially adversely impair the use <br />or market value of any surrounding property. <br /> <br /> <br />
