10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />That the Applicant is proposing to conduct on-site wholesale operations for the <br />engine and transmission pans resulting from the disassembly operations and <br />transport aluminum by-products resulting from the disassembly operations to the <br />aluminum processing facility on Lot 1 for processing. <br /> <br />That the City of Ramsey has established a position that when a site receives <br />discarded materials and u'ansfers those materials to another site for processing into a <br />product with end value, the site where those materials are received is considered to <br />be a solid waste management facility for which a conditional use permit is required. <br />Additionally, wholesale operations is neither a permitted principal use or accessory <br />use in the Industrial District, and therefore a conditional use permit is also required <br />this type of activity. <br /> <br />That the Applicant is in compliance with MPCA rules and Anoka County <br />Hazardous Waste regulations as it pertains to the collection of waste oils and the use <br />of solvents relating to the disassembly of engines and tranmissions activities on Lot <br />1. <br /> <br />That the building plans have been drafted and the Applicant has stated his intent to <br />provide for continued compliance with ail pertinent regulations relating to the <br />collection of waste oils and the handling of solvents if the disassembly of engines <br />and transmission activities are approved for relocation to Lots 2 and 3. <br /> <br />That the proposed use will/will not substantially adversely impair the use, <br />enjoyment or market value of any surrounding property. <br /> <br />That the proposed use will/will not create excessive additional requirements at <br />public cost for public facilities and services. <br /> <br />That the proposed use will/will not involve uses, activities, processes, materials and <br />equipment and conditions of operation that will be detrimental to persons, property <br />or the general welfare by reason of excessive production of glare, noise, traffic, <br />smoke, fnmes or odor. <br /> <br />That the proposed use will/wilt not be unduly dangerous or otherwise detrimental to <br />persons residing or working in the vicinity or to the public welfare. <br /> <br />That the proposed use will/will not be consistent with the intent and purposes of <br />Chapter 9.03.04 (Conditional Use Permits) of the Ramsey City Code. <br /> <br />I8. <br /> <br />19. <br /> <br />20. <br /> <br />The motion for the adoption of the <br />Councilmember <br />voted in favor thereof: <br /> <br />foregoing resolution was duly seconded by <br />and upon vote being taken thereon, the following <br /> <br /> <br />
