10 <br /> <br />12. <br /> <br />I3. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br />That while this horse on this particular property may be potentially disturbing to existing <br />neighbors, it appears that the Applicant is extending their best effort to reduce or extinguish <br />the conditions which result in a disturbing situation. <br /> <br />That the proposed use will be served adequately by essential public facilities and services. <br /> <br />That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services and will/will not be detr/rnental to the economic welfare of the <br />community. <br /> <br />That the proposed use will not involve uses, activities, processes, materials, and equipment <br />and conditions of operation that will be detrimental to any persons, property, or the general <br />welfare by reason of excessive production of traffic, noise, smoke, fumes, glare or odors. <br /> <br />That the City received a letter from Connie Mortenson of 15779 Okapi Street N.W. dated <br />September 7, 1993, stating concern with the maintenance of a horse on the Applicant's <br />property and requesting that cons/de'ration be given to requiring a manure removal plan and <br />screening. <br /> <br />That the Applicant submitted a petition dated August t6, 1993, signed by sixteen (16) area <br />residents, including Connie Mortenson, stating support of the Applicant's request to <br />maintain a horse on the subject property. <br /> <br />That Oity of Rarmey Horse Care Board member Dorothy Breu visited the subject property <br />on September 21, 1993 and reported that there was no accurnmulations of manure on the <br />property, that tree seedlings had been planted along the common property line to Connie <br />Mortenson, and that the pasture fence line had been relocated further away from the <br />Mortenson property line. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> and upon vote being taken thereon, the following voted in favor there, of: <br /> <br />and the following voted against the same: <br />and the following abstained: <br />and the following were absent: <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the ~ day of ,1993. <br /> <br />ATTEST: <br /> <br />Mayor <br /> <br />City Administrator <br /> <br />I <br />I <br /> <br /> <br />
