He explained <br />the home owners' agreement for mainta/ning the private roac[ <br /> <br />Motion by Commissioner Terry and seconded by Commissioner Holland to table the sketch plan <br />approval of Chestnut Ridge until the Commission receives an upcoming presentation from the <br />DNR on changes to wefland regulations and until the location of Sunfish Lake Drive is resolved. <br /> <br />Further Discussion: Chairperson Bawden expressed the need to look further at the issue of private <br />drives, and Commissioner Deemer stated the City ~ready has them all along Dysprosium Street <br />N.W. which he felt were undesirable. Commissioner Holland stated thc sketch plan approval <br />should be tabled but not tied in with the meeting with the DNR for next month. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Terry, Holland, Deemer, <br />La]Due, and Thorud. Voting No: None. Absent: CommissionerHendriksen. <br /> <br />Case #5: Proposed Ordinance to Reduce the Side Yard Setback Requirement in <br /> the R-1 Urban Residential District <br /> <br />Zoning Administ:rator Frolik stated the developers of Amber Ridge approached the City Council <br />regarding a hardsh/p they were encountering in meeting the l0 foot side yard setbacks. She <br />explained that the market demand is for homes with triple attached garages and they could not <br />construct those styles of homes on an average urban lot in Ramsey and simultaneously maintain the <br />l 0 foot side yard setback on both sides of the property and the architectural integrity of the home. <br />The Council directed the Board of Adjustment to conduct a' special meeting to consider a 4 foot <br />variance to the side yard setback on the garage side for the lots in Amber Ridge. They ~so dire. c~ <br />thc Ptmming and Zoning Commission to initiate action to reduce the side yard setback on the <br />garage side from 10 feet to 6 feet in all urban residential districts. Ms. Frolik advised that Staff <br />researched side yard setbacks in other communities; Andover, Anoka, Blaine, Champlin and Coon <br />Rapids all have 5 foot setbacks on the garage side, and Elk River has a 6 foot setback on the garage <br />side. She stated R~msey's Building Official recommends a 6 foot side yard setback on the garage <br />side to avoid consmacdon right on the tine of the standard 5 foot w/de utility easements along side <br />property lines. She added that ff there was no structural recess of the home from the garage, it <br />would still have to meet a 10 foot setback requirement. <br /> <br />Commissioner Deemer stated that the thoroughfare setback should be modifiM, because the intent <br />of the 110 foot thoroughfare was to avoid obstruction to future additional right-of-way needed, and <br />now it is overkill to reqtfire 110 feet since all of the right-of-way in the urban district has been <br />expanded <br /> <br />Ms. Frolik noted that Sunny Ponds has very restr/cted 'building pads for lots backing up to <br />C.S.A.I-I. #5 because of the existing thoroughfare threshold. ' <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to reduce the <br />thoroughfare setback in the R-1 Urban Residential District from 110 feet to 83 feet from the <br />centerline of the road. <br /> <br />Planning & Zoning Commission/July 6, 1993 <br /> Page 5 of 6 <br /> <br /> <br />
