The site is currently occupied by a strip service center which houses an off-sale liquor <br />store, an auto repair shop, and an auto body shop. Also located on the site is a residential structure <br />being rented as a duplex and a used car lot, the office for which is also inside the residential <br />structure. There is also a detached garage located behind the house. The expansion of the Center <br />is proposed to consist of a 768 square foot expansion to the auto mechanic suite; the construction <br />of a 1,512 square foot accessory structure for the body shop which will be used as an <br />esdmate/delivery center; and the addition of 2 additional suites, each measuring 5,280 square feet. <br />We offer the following comments: <br /> <br />Zoning and General: The subject property is zoned B-3 Highway Business. According to <br />the County half-sections, the site actually consists of. two separate parcels, one of which is <br />1.8 acres in size and the other is .1 acre in size, for g total of 1.9 acres. Although the site <br />consists of two parcels, all three of the principal uses exist on the larger parcel. This is not <br />in conformance with City Code which limits principal uses to one per property. Therefore, <br />the residential structure and the car tot are considered non-conforming and may only <br />continue in existence in accordance with City Code regulations. It is our understanding that <br />the current development plan includes the construction of the expansions described above <br />and the demolition of the small detached garage behind the house. Furore development <br />plans of the applicant include phasing out the residential structure and car lot and replatting <br />the property so that the second, smaller parcel would be sufficient in size to accommodate <br />the development of a separate permitted, principal use. <br /> <br />Lgt. Coverage: City Code I/mits lot coverage to 35% of the lot area. The subject site is <br />85,176 square feet in size; lot coverage would be limited to 29,811 square feet. An <br />analysis of the site as it exists today is as follows: The existing structures total <br />approximately 8,550 square feet; the proposed new construction totals 12,840 square feet; <br />for a total of 21,390 square feet or 21,150 square feet without the small detached garage <br />behind the house ff immediate demolition is accomplished as proposed. Lot coverage is in <br />conformance. <br /> <br />Setbacks: In the B-3 Highway Business District, the setbacks are as follows: front - 35', <br />side - 10', rear 35'. No dimensions have been provided on the site plan, however, scaling <br />the plan would indicate that the future addition of 2 additional suites would be <br />approximately 32 feet from the rear lot line. <br /> <br />I <br />I <br /> <br /> <br />
