Off Street Parking Spaces: According to City Code, the following off-street parking <br />spaces are required for this site: liquor store - 1i (I space per 200 square feet of retali <br />display space); auto repair shop - 13 (I space for each of the 4 cmploye~s-and 3 spaces for <br />each bay or in this case, overhead doors, 2 existing and 1 proposed); auto body shop - 21 <br />(1 space for each of the 3 employees and 3 spaces for each of the 6 overhead doors, 2 <br />existing and 4 proposed); duplex - 4 (2 per dwelling unit); used car lot - 2 (1 per 10 cars <br />displayed, assuming car lot continues to remain a small operation). As the site is ultimately <br />proposed to be developed, $1 parking spaces are required. However, the proposed use of <br />the northerly most suite to be added is not indicated on the sim plan and the number of off- <br />street parking spaces required for this site would increase accordingly. Only 19 off-street <br />parking spaces have been scaled off on the site plan. Additional parking spaces could be <br />scaled off in the northeast comer of the site in the fenced area as this space is intended to <br />provide secure off-street parking for cars awaiting body repairs. It should also be noted <br />that this fenced area may not be used to store equipment, supplies, vehicle Parts, or <br />vehicles being dismantled for parts. <br /> <br />$i[¢ Access: The site is currently served by two accesses onto Highway #10 which are <br />located approximately 180 feet apart~ It has been a recognized goal to reduce the number of <br />accesses onto Highway 4/10 as much as practical. It is Staffs recommendation that the site <br />be allowed a single access. <br /> <br />Do~ign of Dri .vcway. Off-Street Partdng Area and Loading Facilities: City Code requires <br />that off-street parking areas, driveways and loading areas be surfaced with concrete or <br />asphalt and finished with concrete curbing. The pavement existing on the site is in <br />disrepair and the developer has indicated that an overlay of the pavement, which will <br />include the installation of cement curbing along the front of the site, will have been <br />accomplished by the time the Planning Commission reviews the site plan. According to <br />City Code, the pavement will also have to be extended to serve the two northerly su/tes to <br />be added, the secure parking area in the northeast comer will have to be paved, and <br />pavement will have to be installed along the west property line to provide access to the 3 <br />overhead doors proposed on that side of the service center. The outer perimeters of these <br />paved areas will have to be finished with concrete curbing. The site plan should be <br />modified to clearly indicate the areas to paved and curbed. The developer is seeking a 2 <br />year time frame, versus the standard 1 year, to accomplish these site improvements. <br /> <br />Utilities: The site is presently served by on-site sanitary sewer andTmunicipal water. There <br />is no information in the property f'fling indicating the location of these services. The <br />Building Official has requested that the site plan be modified to show the locations of the on- <br />site wells and septic systems as assurance that they will not be impacted by the expansions <br />to structures and pavement on the property. As with past policy, the development perm/t <br />should obligate the permit-tee to participate in a petition for a feasibility study of sewer and <br />water improvements, if and when it is presented. <br /> <br />Landscaping and Screening: Landscaping is proposed along the south end of the proposed <br />body shop del/very/estimate center and between the existing service center structure and the <br />2-suite expansion area. The types of plant materials to be established have .not been <br />indicated. The contractor erroneously filled in the proposed landscaped area adjacent to the <br />liquor store with cement. The developer has indicated that potted plantings will be used to <br />landscape that area by the liquor store. <br /> <br />Architectural Design: City Code requires exterior walls to be of mater/als that are 100% <br />other than metal. The developer has just recently refaced the exterior walls of the strip <br />center with stucco.
