Complete <br /> <br />Complete <br /> <br />1 O/O5/93 <br /> <br />1 0/05/93 <br /> <br />Regarding request for site plan review of Top 10 Center; Case of <br />7129 Partnership: Consensus of the Commission was to leave the <br />two access in. They suggested one should be marked "enter" and one <br />"exit". A discussion ensued regarding a frontage road and also <br />consolidating one of Ron Touchette's accesses with the Holiday <br />Station. The Commission suggested that Staff meet with State and <br />discuss accesses. With regard to paving and curbing the <br />Commission is recommending curbing around the outer perimeter <br />because it strengthens the concrete. With regard to the security <br />area, Staff and Mr. Touchette will be checking into the possibility of <br />EDA monies to assist with these improvements (bituminous paving <br />and curbing). If the money is not made available to Mr. Touchette, <br />tim Commission would recommend that Class V be accepted. With <br />regard to drainage, Mr. Touchette offered to meet with the City <br />Engineer and will do wh;~tever the City Engineer feels is necessary. <br />The Commission voted to recommend that City Council grant site <br />plan approval to the expansion of the Top 10 Center in accordance <br />with the recommendations of City Staff. <br /> <br />Regarding the findings of fact relating to a request for a CUP to <br />establish a towing service with impound lot and auto repair facility <br />in the industrial- Make the following amendments: Amend the first <br />Whereas by deleting 15300 Sunfish Lake Blvd and adding 14300 <br />Sunfish Lake Blvd. #13: "That the proposed use will not be <br />unduly dangerous or otherwise detrimental . . ." #14: "That the <br />proposed use will not substantially adversely impair the use .... " <br />#15: "That the proposed use will be operated and maintained so as <br />to be harmonious and ........ general vicinity and the proposed use <br />will not change the essential character of the area". #16: "That <br />the proposed use will not be hazardous or disturbing . . ." #17: <br />That the proposed use will be served adequately by essential public <br />facilities " #18: that the proposed use will not create <br />excessive additional requirements at public cost . . ." #19: "That <br />the proposed use will not involve uses, activities, processes, <br />materials and equipment and conditions..." Add a findings to read: <br />"That the Applicant has stated there would be no more <br />than 20 vehicles being stored on-site at any given time". <br />Add a findings to read: "That in conversations with <br />Minnesota Pollution Control Agency, City Staff has <br />determined that no storm water permit is required for <br />this use but the City could generally require the <br />applicant to implement best management practices for <br />the elimination and reduction of the potential for storm <br />water contamination. You offered to meet with the applicant and <br />the County to discuss the non-permeable sealant for the pavement <br />(regarding oil soaking into the ground, etc.). The Planning and <br />Zoning Commission voted to recommend that City Council adopt the <br />findings of fact relating to Champlin Towing's request for a CUP. to <br />establish a towing service and auto repair facility in the industrial <br />District.
