1993 WAGES <br /> <br /> CASE # 2 <br /> <br />AND BENEFITS FOR AFSCME BARGAINING UNIT <br />BY: Ryan Schroeder, City Administrator <br /> <br />Background: <br /> <br />The Negotiations Committee met with AFSCME on December 1, December 15, and December 21, <br />1992 to discuss wages and benefits for the AFSCME bargaining unit for 1993. Attached is <br />information discussed during the negotiations. <br /> <br />On December 29, 1992 the AFSCME bargaining unit met and voted on the proposal. We have a <br />tentative agreement and would like the City Council to vote on the proposal. Included are several <br />language changes (attached), an average wage increase of 3.7% with a minimum of 2.25%. The <br />intent of our wage format is to provide a standard increase (2.25%) with a comparable worth <br />increase above that (an average of 1.57%) for those positions currently identified as compensated <br />below targeted levels. The total package cost is 4.02% of personnel costs (wages, benefits, <br />PERA, FICA and workers' compensation). <br /> <br />The Negotiations Committee has questioned the impact of such increases in future years. I have <br />attached projections for 1994 and 1995 using the same chart. Also included are comparisons to <br />midpoint and market for 1991, 1992 and the proposed 1993 to show that we are in fact heading in <br />the right direction, in relation to market and midpoint. <br /> <br />Recommendation: <br />Motion for approval. <br /> <br />Committee Action: <br /> <br />By motion pass upon the 1993 labor agreement with AFSCME Local 2454 as proposed. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />Personnel Coordinator <br /> <br />SCC: 01/06/93 <br /> <br /> <br />
