The Fire Chief <br />has visited the facility on man>' occasions and 1 have requested a report from him on these <br />issues. The complaints on file substantiate that smoke emissions may be a nuisance. <br /> <br />The facility shall be responsible for removing debris caused by vehicles using the <br />aluminum processing facility. Debris removal activities shall be instituted promptly <br />following information of such accumulation. If debris is not remov~ within 24 hours, the <br />City can cause the debris to be removed and bill the permit holder. Visual checks of debris <br />accumulation shall be made at least once daily by employees. <br /> <br />On the da), of the inspection, the street and boulevard cast of the facility was quite clear of <br />debris. <br /> <br />All equipment and vehicles utilized in the business shall be periodically inspected and <br />maintained to minimize noise, odors, safety and fire safety. <br /> <br />The only way to judge if this term is being complied with is by complaint or incident <br />reports. On a couple of occassions there were problems with the baghouse which Mr. <br />Karst attended to. <br /> <br />The permit holder a~ees to screen the aluminum processing facilit%, from an), public street <br />to a 90% opacity. <br /> <br />As I mentioned earlier, the tree screening is deteriorating and in my opinion, 90% opacity is <br />not achieved. <br /> <br />Off street parking shall be provided such that there is at least one parking space for each <br />employee on the maximum working shift plus 3 spaces for visitor parking. <br /> <br />Paved off-street parking for customers and employees is provided. On the day of my <br />inspection, it appeared to me that the parking lot was full, so ZI parked along the street. Mr. <br />Karst did point out that although the striping is wearing off, there were a couple more <br />parking spaces available. <br /> <br />All storage areas, parking areas and driveways shall be surfaced with blacktop or concrete. <br /> <br />Although it is not visible, there is a concrete surface on the site. <br /> <br />Surface and ~ound waters originating outside and passing through or adjacent to the site <br />and runoff water discharged from the site shall, at is point of departure from the site, meet <br />all applicable federal and state water qua. liD' standards. <br /> <br />I do not have the qualifications to address this term. I would also seek the advice of Anoka <br />County on this issue. <br /> <br />Furnace Emissions shall be monitored at least once per },ear or more frequently if pollutants <br />are in excess of standards. <br /> <br /> <br />
