Councilmember Zimmerman introduced the following resolution and moved for its <br />adoption: <br /> RESOLUTION #93-02-0'~3 <br /> <br />A RESOLUTION ADOPTING THE FOLLOWING FINDINGS OF FACT <br />#0329 RELATING TO DANNY'S ALUMINUM PROCESSING, INC. <br />REQUEST FOR AN AMENDED CONDITIONAL USE PERMIT <br /> <br />That Mr. Daniel Karst, Jr. of Danny's Aluminum Processing, Inc., hereinafter <br />referred to as the "Applicant", properly applied for a conditional use permit <br />amendment on March 15, 1991, to expand the scope of operations at the existing <br />aluminum processing facility to include disassembly of engines and transmissions <br />within the building on Lot l, Block 4, Gateway North Industrial Park Plat #2, <br />Anoka County, Minnesota. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a <br />public hearing pursuant to Section 9.03.04 of the Ramsey City Code on April 11, <br />1991 and that said public hearing was properly advertised and that the minutes of <br />said public hearing are hereby incorporated by reference. <br /> <br />That on April 11, 1991, the Planning and Zoning Commission recommended City <br />Council approval of the Applicants request for an amended conditional use permit to <br />'allow the disassembly of engines and transmissions on site. <br /> <br />That at the request of the Applicant, the request for a conditional use permit <br />amendment was not forwarded to City Council for approval or denial. <br /> <br />That in July of 1992, the Applicant informed City Staff of his desire to proceed <br />with the conditional use permit amendment for disassembly of engines and <br />transmissions, but that the operations would be conducted in a new building <br />proposed to be constructed on Lot 2, Block 4, Gateway North Industrial Park Plat <br />#2, and that the amendment would also include the ability to operate as a <br />redemption center for other non-hazardous metals and batteries within the proposed <br />building. <br /> <br />That pursuant to the Applicant's proposed revision to the conditional use permit <br />amendment described in Item #5 above, City Staff referred the Applicant back to the <br />Planning and Zoning Commission for an additional public hearing. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission for a <br />second public hearing pursuant to Section 9.03.04 of the Ramsey City Code on <br />September 1, 1992 and that said public hearing was properly advertised and that the <br />minutes of said public hearing are hereby incorporated by reference. <br /> <br />That on September 1, 1992, the Planning and Zoning Commission recommended <br />that City Council approve the Applicant's. request for a conditional use permit <br />amendment to permit the disassembly of engines and transmissions and the <br />collection of other non-hazardous metals w/thin the building proposed to be <br />constructed on Lot 2, Block 4, Gateway North Industrial Park Plat #2. <br /> <br />That on September 22, 1992, the Ramsey City Council adopted Resolution #92-09- <br />247 adopting Findings of l::act #0322 relating to the Applicant's request for a <br />conditional use permit amendment and a motion was passed to deny the request. <br /> <br /> <br />
