21. <br /> <br />That on April 25, t989, a conditional use permit was issued by the City of Ramsey <br />to the Applicant for an aluminum processing facility on Lot 1, Block 4, Gateway <br />North Industrial Park Plat #2 that prohibited the disassembly of engines and <br />transmissions on the site. <br /> <br />22. <br /> <br />That on November 13, 1990, an amended conditional use permit was issued by the <br />City of Ramsey to the Applicant to expand capacity at the subject faciiity by <br />allowing the addition of a second melt furnace to the operation, which also <br />prohibited the disassembly of engines and transmissions on the site. <br /> <br />23. <br /> <br />That in 1991, the City of Ramsey issued a conditional use permit to a similar <br />facility, Alloy Recovery Company, which included the disassembly of engines and <br />transmissions within the building on the site. <br /> <br />24. <br /> <br />That the Applicant has provided Anoka County Environmental Services with the <br />required information for handling waste oil derived from the disassembly of <br />engines and transmissions. <br /> <br />25. <br /> <br />That the Applicant has been issued a Hazardous Waste Generators License by <br />Anoka County Environmental Services relating to the solvents that are used in the <br />disassembly of engines and transmissions and the collection of oils. <br /> <br />26. <br /> <br />That the proposed use will not substantially adversely impair the use, enjoyment or <br />market value of any surrounding property. <br /> <br />27. <br /> <br />That the proposed use will not create excessive additional requirements at public <br />cost for public facilities and services. <br /> <br />28. <br /> <br />That the proposed use will involve uses, activities, processes, materials and <br />equipment and conditions of operation that ,,,,,ill be demimental to persons, property <br />or the general welfare by reason of excessive production of smoke, fumes or odor. <br /> <br />29. <br /> <br />That the proposed use will not involve uses, activities, processes, materials and <br />equipment and conditions of operation that will be detrimental to persons, property <br />or the general welfare by reason of excessive production of glare, noise or traffic. <br /> <br />30. <br /> <br />That the proposed use ill not be unduly dangerous or otherwise detrimental to <br />persons residing or working in the vicinity or to the public welfare. <br /> <br />31. <br /> <br />That the proposed use will be consistent with the intent and purposes of Chapter <br />9.03.04 (Conditional Use Permits) of the Ramsey City Code. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember Beyer and upon vote being taken thereon, the following voted in favor <br />thereof: <br /> <br />Mayor James Gilbertson <br />Council. member Sheita Bever <br />Councilmember Kenneth 15eterson <br />Councilmember Gerald Zimmerman <br /> <br />and the following voted against the same: <br /> <br />Councilmember Glen Hardin <br /> <br /> <br />
