Director of Public Works/Fire Chief Kapler explained that to have the boxes re-keyed it would <br />cost $120 a box and they could no longer get a unique key for the City of Ramsey. Staff has also <br />looked at getting a different type of lock box to offer business owners if they were not <br />comfortable with keeping the current lock box. <br /> <br />Councilmember Kurak inquired if there was any insurance coverage that would cover the City for <br />property damage. <br /> <br />Director of Public Works/Fire ChiefKapler replied that he would look into that information. <br /> <br />Fire Inspector Streich stated that he would not be satisfied with receiving the three keys back <br />from the defendant and a certified letter from the locksmith because there is no way to assure that <br />no other keys were made. <br /> <br />2) Town Center AUAR Review <br /> <br />Principal Planner Trudgeon stated that staff would like to familiarize the Council with the AUAR <br />document and give the Council the opportunity to ask questions. He explained that on April 8, <br />the Council will be presented with the document and be asked to release it. If there are no <br />objections, Council could adopt the final document by June 28th. Mr. Trudgeon reviewed the <br />general information of the AUAR and the Natural Resources information. <br /> <br />Principal City Engineer Olson reviewed the water usage, noting that it will be placing a higher <br />priority on the water infrastructure needs. He also reviewed the storm water management plan <br />for the site, noting that rain gardens are identified as a possibility, which would require a lot of <br />maintenance. Mr. Olson stated that the Council should state whether or not rain gardens would <br />be acceptable. <br /> <br />Councilmember Cook stated that rain gardens are a benefit on private property, but in a large <br />development he did not feel that a rain garden would be feasible. <br /> <br />Councilmember Elvig inquired if the AUAR addressed underground water quantity. <br /> <br />Principal City Engineer Olson replied yes. He explained that water borings throughout the site <br />were done to determine where the water levels are. He explained that there would be a need for <br />three additional wells to be installed from now until build-out of the Town Center, which will <br />require an amendment to the City's appropriation permit issued by the DNR. <br /> <br />Councilmember Strommen inquired if the study looking at the impact of the wells on wetlands <br />would also look at the impact on private wells. <br /> <br />Principal City Engineer Olson explained that private wells would be looked at to some extent, but <br />they don't think that is going to be an issue.
