Associate Planner Wald advised that in regard to the building setback from an exterior boundary <br />line, the code says it has to be 30 feet from the exterior line. She indicated that again with this <br />style it seems reasonable to deviate. <br /> <br />Commissioner Van Scoy asked what is next to this property. <br /> <br />Associate Planner Wald stated it is more townhomes, not R-1 or retail, so Staff feels it is very <br />reasonable, and brings forth what they are trying to achieve. <br /> <br />Commissioner Van Scoy asked her to clarify what they are trying to achieve. <br /> <br />Associate Planner Wald indicated that with Urban Townhomes the idea is to move the streets <br />closer to the front doors to enhance pedestrian traffic. <br /> <br />Chairperson Nixt asked where the pedestrians are coming from. He stated this was intended to <br />be a mini Town Center, supporting places to work, live and play. He indicated because of how <br />the Code is written they are allowing the developer to increase density beyond what was ever <br />intended. <br /> <br />Commissioner Johnson asked what the density is allowed to be. <br /> <br />Associate Planner Wald stated it can be up to 15 units per acre, and they are at 9.3 units. She <br />advised the PUD standards say the developer is allowed to ask for deviations, but the City can <br />ask for concessions. She explained why it is a compatible use for the area and how it meets the <br />high quality of housing with variety and styles Ramsey does not have currently. She stated as for <br />walk-ability, there is a trail plan that ties the neighborhood to the commercial area. She indicated <br />Staff would like to look at the outer trail, as it currently does not provide access to the adjacent <br />park. She stated they would be asking the Park Commission to re-look at the trail and see if there <br />is a way to provide that access. <br /> <br />Commissioner Van Scoy stated the front loading Condos walk out to a private street. He <br />indicated anyone walking there would have to walk on the private street. He questioned if they <br />were providing a sidewalk for the six-unit Condo. <br /> <br />Associate Planner Wald stated it does not appear so. <br /> <br />Commissioner Van Scoy asked how long the driveways are for the Condo units. <br /> <br />Associate Planner Wald indicated they are all 25 feet except unit 51, which is still an outstanding <br />issue that needs to be addressed. <br /> <br />Commissioner Van Scoy questioned that none of the homes will have yards. <br /> <br />Planning Commission/March 11, 2004 <br /> Page 11 of 18 <br /> <br /> <br />
