Associate Planner Wald stated there are green areas in from of the Condos, and there will be <br />greenways in front of the road. There is also a large common space meant to serve the town <br />homes. <br /> <br />Commissioner Brauer stated that remembering the town house development in the Town Center, <br />he thought it had more green space. <br /> <br />Associate Planner Wald indicated that project had two large green areas, but noted this project <br />meets the City Code. She stated she is not sure of the calculations, and the other project may <br />have had more in one area instead of broken up as this project shows. She noted that in a small <br />portion of the green area there would be a picnic area, and Staff feels they do not need a tot lot <br />because there is one close by. <br /> <br />Brauer asked if the Park Commission is comfortable with this. <br /> <br />Associate Planner Wald stated they have reviewed the plan a couple of times, and will review it <br />again at the April meeting. She indicated they would like to recommend improvements to <br />existing parks with the dedication dollars. <br /> <br />Associate Planner Wald noted they do have traffic and noise study results, and there will need to <br />be some noise mitigation. She stated SRF's recommendation says they would need a 15-foot <br />noise wall along Highway 10. She indicated Staff has not reviewed the study enough themselves <br />or with the applicant. She noted the traffic portion will not impact Highway 10, although <br />Mn/Dot is recommending a turn lane to Riverdale. <br /> <br />Chairperson Nixt asked if the Planning Commission were to take Staff's recommendation <br />literally, does it adequately cover the concerns reviewed. <br /> <br />Associate Planner Wald stated she feels it does. <br /> <br />Adjourn <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson to close the public hearing at <br />8:35 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Jeffrey, Van <br />Scoy and Watson. Voting No: None. Absent: Commissioner Shepherd. <br /> <br />Commission Input <br /> <br />Dave Shulte stated that from a historical aspect, until six to eight months ago this was all <br />commercial property, at which time it was changed to mixed-use. He indicated as Associate <br />Planner Wald reviewed, when they read the rules it said it must be at least 70% residential. He <br />had heard the new urban design was catching on so he went in search of a builder with that style. <br />He indicated they have two building styles and six model styles to address the market.
