Associate Planner Wald noted on page 101, General Standards Item 2 states 'Multiple-family <br />buildings facing County highways, State highways, or MSA roads shall have rear-loaded garages. <br />Associate Planner Wald stated this was the reconunendation of the Housing Authority.. They did <br />not want a wall of town houses lining the highway, but Staff would prefer not to limit them to <br />rear-loading as the inflexible orientation will create a wall affect. She suggested saying varying <br />townhouse orientations. The Planning Commission agreed. <br /> <br />Associate Planner Wald noted on page 102, she suggests adding an item "d". under the ways <br />brick requirements can be waived, to say 'other elements as the Planning Commission deems <br />acceptable'. She also noted that Item 5.e. should say Balconies, porches, or decks on front. She <br />indicated her reason for saying other elements in this section is because as it is worded they <br />would get four element changes and five color changes, and she thinks that may be too much. <br /> <br />Commissioner Johnson agreed, and suggested saying 'or such other architectural enhancements <br />as the Planning Commission deems appropriate'. <br /> <br />Chairperson Nixt suggested they say 'The 35% brick requirement may be waived in whole or in <br />part based on inclusion of other criteria'. <br /> <br />Chairperson Nixt noted when they are talking about brick, they are really talking about masonry. <br /> <br />Associate Planner Wald stated they should change the wording to say masonry. <br /> <br />Commissioner Van Scoy commented he thought they had discussed that shingles would not be <br />one of the colors they included. <br /> <br />Associate Planner Wald stated Staff thought the builder could choose shingles that would be an <br />accent, but that can be taken out if the Planning Commission does not agree. <br /> <br />In regards to height transitioning, Chairperson Nixt indicated if the Comprehensive Plan dictates <br />a land use and the property is zoned that way and there is distance transitioning, there should not <br />be height transitioning also. He believes that should be taken out. <br /> <br />Associate Planner Wald agreed, noting she would remove it. <br /> <br />Commissioner Van Scoy verified shingles would be removed from the color changes. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson to recommend the City <br />Council approve the proposed architectural standards for the Medium and High Density <br />Residential Districts with the changes discussed. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Jeffrey, Van <br />Scoyand Watson. Voting No: None.
