Community Development Director Frolik advised the sketch plan is proposing to plat two rural <br />residential lots, with a 2.5 acre lot for the existing homestead and a 19 acre lot for the applicant's <br />new home. She stated both lots meet the minimum area standards for the district. She further <br />advised City Code states that all lots in the rural area must have 200 feet of frontage on a publicly <br />dedicated road, however the Board of Adjustments granted a variance for this requirement. She <br />stated the neighbors were notified of the proposed lot split. <br /> <br />Community Development Director Frolik stated City Staff recommends approval of the sketch <br />plan contingent upon compliance with the City Staff Review Letter dated March 5, 2004. <br /> <br />Commission Input <br /> <br />Chairperson Nixt asked if Staff would receive a re-subdivision plan before it goes to final plat. <br /> <br />Community Development Director Frolik stated the City Council will see the re-subdivision <br />plan, noting it is a requirement of the Code before a minor subdivision receives final plat <br />approval. <br /> <br />Chairperson Nixt asked if the applicant has received the Staff Review Letter. <br /> <br />Mr. Schaeffer indicated he has, and asked what Staff would be looking for concerning future <br />plans. <br /> <br />Community Development Director Frolik stated the City Code requires a plan to urban density, <br />forcing the applicant to think about where roads would make sense, etc. so the lot is laid out in a <br />way conducive to future expansion. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Brauer to approve the proposed <br />sketch plan contingent upon compliance with the City Staff Review Letter dated March 5, 2004. <br /> <br />Commissioner Van Scoy asked if the City Council or Planning Commission would see the final <br />re-subdivision plan. <br /> <br />Community Development Director Frolik indicated that because there is not a preliminary plat <br />requirement of minor subdivisions, the result plan will be submitted to City Council at final plat. <br /> <br />Chairperson Nixt asked is Staff has the ability to work with the applicant on future development <br />plans, or if this is just a check off. <br /> <br />Community Development Director Frolik stated it is usually just a check off, but there is <br />critiquing included in the Staff Review Letter. <br /> <br />Chairperson Nixt encouraged Staff to look at the re-subdivision plan because of unique <br />topographical issues on this parcel. <br /> <br />Planning Commission/March 11, 2004 <br /> Page 3 of 18 <br /> <br /> <br />
