Standard proposing : : .: : · ::: :: <br />Building Setback from Private 25 feet The minimum unit setback being requesting from <br />Street a private street is 23 feet and the maximum is 25 <br /> feet <br />Rational for Deviation: The City Council recently approved Town Center 2nd Addition, a <br />townhouse development that contains driveways that are less than 25 feet in length. The City Council <br />seemed to exert some level of comfort in approving a plat that contained a driveway less than 25 feet <br />in length as long as the structure was adjacent to a street that allowed for parking. The.development <br />is proposing one situation where the unit driveways are 23 feet in length and is not located <br />immediately adjacent to a street that allows for parking. <br />Recommendation: Based olt a past City Council actiou, it would seem reasonable to altow for less <br />than 25foot driveways in the situation where a structure is located adjacent to a street that allows <br />for parking. The preliminary plat and site platt will need to be revised to address one non- <br />compliant situation. <br /> <br />Standard <br /> <br />Building Setback from exterior 30 feet <br />boundary line <br /> <br />Three units are 29 21 feet from exterior <br />boundary line. <br /> <br />Rational for Deviation: The three units that are requesting to deviate from City Code are located <br />adjacent to Riverdale Drive and are designed in a way that does not create a town house "~vall" <br />effect. Two of the three units side yards are located adjacent to the exterior boundary.line and the <br />remaining unit is designed so that the front doors will overlook Riverdale Drive to an existing 'town <br />house development. The intent of the 30 foot exterior boundary line requirement was to provide a <br />reasonable buffer from an existing low density residential development to a higher density <br />development and try to eliminate a "wall" of town homes to be created along a public street. It <br />appears that the intent of the exterior boundary line setback is not completely applicable to the units <br />proposing to deviate from City Code. <br /> <br />Recommendation: It seems reasonable to allow the units to be setback a minimum of 21feet from <br />the exterior bounda~7 line along the Riverdale Street side of the development based on the above <br />corn men ts. <br /> <br />Standards Proposing : :: :. <br />Maximum private street length 300 feet There are 4 situations where a private street exceeds <br />with a turning provision 300 feet, is not providing a turnaround, and is not <br />provided. designed as part of a street looping system. <br />Recommendation: Staff feels strongly that City Code should be enforced in these cases as the lack <br />of turnarou~tds and street looping system causes public safety concerns. <br /> <br />Maximum private street length 600 feet Driveway 3 is looped at both ends and is over 800 £eet <br />with a cul-de-sac provided, long. <br />'When a pri. vate street exceeds <br />300 feet in length, the street <br />must be 32 feet wide. <br />Rational for Deviation: The City Council recently approved a similar situation in the preliminary <br />plat of Town Center 2nd Addition (D.R. Horton development). <br />Recommendation: Based on a past City Council action and the fact that the longer street is part of <br />a greater street connection design and provides 2 access points to a pablic street; staff is <br />sapportive of the street length deviation. <br /> <br />17 <br /> <br /> <br />
