Assistant Community Development Director Trudgeon stated particu!arly to this area, urban <br />services are available across the street with Alpine Acres, and as the Town Center deYelops there <br />~vill be others. He indicated this is not something Staff pursued; it was requested by the <br />developer who has been talking with the cur-rem owners. He stated he understands when you <br />have ~eater density than the area around a development there can be issues, but St~'f thinks they <br />have some screening options. He noted the Metropolitan Council is looking at the 2030 plan to <br />give more flexibility to cities; however they are still operating under the current rules.' <br /> <br />Assistant Community Development D/rector Trudgeon advised Staff is looking a{' extending <br />urban services further north at the request of property owners~ He indicated it is not unusual to <br />pursue this when the City receives a request; however they are not in the habit of e~ending urban <br />services where they are not wanted. <br /> <br />Chairperson Nixt clarified this would require a .Comprehensive Plan amendment even if they <br />were not extending urban services. <br /> <br />Ass'istant Commun/ty Development Director Tmdgeon noted that is correct. <br /> <br />Commissioner Brauer asked if th'ey were to run utilities to that area, would only the developer be <br />assessed or others as well. <br /> <br />Assistant Community Development Director Trudgeon stated that under the City Charter only.the <br />developer pays, even if it runs by other prope~ies. The Ci~ cannot force someone to pay for <br />th/s, so they only assess if an owner chc~oses to hook-up to the utilities. He indicated that is the <br />reason they do not just run utilities down every street. <br /> <br />Oreg Peterson, Oakwood Land Development representative stated they bought one oarcei on this <br />property a year and a half ago, at the time of the Alpine Acres issues. He indicated as Alpine <br />Acres h~ been approved, they started contacting some of the nei~_hbors, and have contracts with <br />a few. They feel they have enough tO go forward. <br /> <br />Mark Johnson, 6410 154th Lane indicated he lives across the street ~om where they will cut the' <br />street in. He stated he does not understand what they are doing. He indicated he is not criticizing <br />the development, but does not know what it will do to his property value, or if he will beable to <br />hook up to sewer and water. He asked if they bring sewer and water into the area, people who <br />live in that area will be able to hook up. He stated about two years ago they had a survey about <br />water in his neighborhood, and most of those surveyed said no. lie indicated now they would · <br />like to hook up. <br /> <br />Chairperson Nixt stated that would be something to talk to Staff about, indicating Staff .can <br />assess if there is enough interest in -due area to juszify the capital expenditure, lie szated at this <br />point it is a concept plan, and the details are not laid out. He advised asking the developer to go <br />into detail would require arch/tect and engineering, and it would only go to that level if it was <br />dete~wzined this development would be acceptable.
