whe~er others Lq ..the a-ea could hook up to sewer and water, but if the Plan_ming Commission a~d
Council do not approve the project, the question is academic. ._

Chai~erson NLxt stated he has some concerns about exsandin.a the MUSA into this area. He
indicated the), evaluated Alpine Acres after the Comprehensive Plan was amended whether to
bring th. is into higher density use, and made the decision against it based on the proximity to Mo
major roadways, that the area is self-contained and that there would be little development to the
north and west. He stated he is opposed because they went through.the process extens, ively, and
r_his is just an oppormn_iry to expand developmeni in an area that.is not planned for development.

Assistant' CornmunlU Development Director Tmdgeon noted they are not specifically talldng
about ':vfUSA at this stage, although it is relevant ro the development. He advised the
Comprehensive Plan anaendments all came at the request of property owners. He stated as for
the infrastructure, there is a large trunk line going in at Alpine Acres to sewice that development
and 5amre are~, whether that growth takes place in the spring or years from now.

Chairoerson Nixt stated if you look at the area no~h and west of the subject prope~wy there are
some very nice homes, and a si=.om/ficant expanse of property that will proM.bit development'
unless a developer wants to make a si__.~Scant outlay of money.

Assistant Community Development Director Trudgeon stated there is interest from the property
owners to the nor'& to extend utilities through the wetlands. He indicated Staff is looking at it,
and he does not ,know the cost, but the possibility is being explored. He stated as for the
-':m_frastmcmre, they are updating the 1991 sewer plan, which talks about sewer to the nor~di with
no date attached to when that may happen. He indicated they are looking at the sewer plan' with
the assumption urban services wi1/sometime be in th_is area.

CommSssioner Brauer stared he supports Chairperson Nixt's comments. He indicated they have
had people in here Over the last year who live in the rural area,, who have asked if 5omething is in
the works or if it is planned for development, .and we have t0id them no. 'He stated he feels it
would be going back on their word if they were to approve this. He indicated in his former citT
they violated the MUSA line, and did not file a necessary. ElS, and made a mess of the area. He
sta~ed w. hen he hears Assistant Commun/ry Development Director Trudgeon talkLng about others
developing, he *&rinks it will cause problems.

Assistant Commun/~ Develooment Director Trudgeon commented that when people have asked '-
if the'y were plarm/ng development they said no because there was nothing before *&em. He
indicated nothing is done without notice, and notice has been sent in th/s case. He stated the
developer is saying *&is is what they propose. He indicated he thinks the developer still has .a
fight to go to Prelim/nary Plat.. He stated ar a ~mre meeting they would see preliminary plat and
a M-USA request, and ultimately the City Council will need to decide. He indicated while he is
sure the developer is hearing loud and clear the Planning Commission's thoughts, he believes the
Ptarming Commission should assume they w~ill be seeing a preliminary p/at. i

28

Planning Commission/December 4, 2003
Page 4of 20
