CASE <br /> <br />BY <br /> <br /> AUTHORIZE CONSTRUCTION OF <br />IMPROVEMENT PROJECT g92-19 AND #92-12 <br />CHANGE ORDER TO BONINE EXCAVATING, INC. <br /> (SEWER AND WATER EXTENSION TO <br />149TH AVENUE N.W. AND COUNTY ROAD #5) <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Last fall, the City awarded a $417,296 contract to Bonine Excavating, Inc. of Elk River for <br />the construction of the sanitary sewer, watermain, storm sewer, and street improvements in <br />the Sunny Ponds subdivision. The project was competitively bid by nine area contractors <br />and was awarded to the low bidder, Bonine Excavating, Inc. of Elk River. <br /> <br />After the award of the Sunny Ponds project, two petitions for similar improvement projects <br />were received from residents of 149th Lane N.W. and a property owner on the west side of <br />County Road #5. Project g92-19 and g02-12 were established in response to these <br />petitions and have progressed to the point that plans for their construction are now <br />complete. <br /> <br />The contractor has not completed the work on the Sunny Ponds subdivision which was <br />interrupted by the winter weather and has his equipment on site. State Statutes allows for <br />increasing the scope of a project by up to 25% of the original contract at the same unit <br />prices. <br /> <br />The contractor is agreeable to performing the work for Project g02-19 and g02-12 at the <br />same unit prices bid for the Sunny Ponds project. I am recommending that construction for <br />Project g92-19 and g02-12 be authorized by a Change Order. The estimated costs, which <br />are $60,998.45 and $7,166.20, respectively, request an approximate 16% increase in the <br />scope of the project which is well within the allowable 25%. Awarding the work in this <br />manner will also reduce the amount of construction operations in the area to a single <br />contractor. In addition, I believe the unit prices established are am'active. They represent a <br />competitively bid unit price for raw land construction. The cost for construction in <br />developed constricted locations, which both these projects represent, could be expected to <br />be bid at higher unit prices. <br /> <br />The cost of each project is reasonably close or lower than the construction cost estimated in <br />the respective feasibility studies. Project g'92-19, the 149th Lane N.W. extension, has a <br />Change Order price of $60,998.45 which compares to $58,516 in the feasibility study. A <br />portion of the increase is attributable to the addition of a 12" watermain where previously a <br />six inch main had been anticipated. This change was caused by the lack of connection <br />between 149th Lane N.W. and 150th Lane N.W. as previously anticipated. The City trunk <br />fund is anticipated to contribute approximately $1,100 toward this increased cash. It is <br />even possible that the scope of the storm sewer associated with this project may be reduced <br />in conjunction with the potential development of the Ramsey Commons 2nd Addition <br />subdivision. <br /> <br />Project g92-12, the County Road #5 sewer extension, has a Change Order price of <br />$7,166.20 compared to a feasibility estimate of $14,780. The City will provide traffic <br />control directly for this project at an estimated cost of $4,625, as no comparable unit price <br />bid was available in the existing project. With the addition on the traffic control, this <br />project will be approximately $3,000 below the feasibilit3, study estimate. <br /> <br />?/ <br /> <br /> <br />
