REQUEST FOR PRELIMINARY PLAT APPROVAL OF RAMSEY COMMONS <br />2ND ADDITION; CASE OF NORTH SUBURBAN DEVELOPMENT, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Jack Menkveld of North Suburban Development, Inc. has submitted a preliminary plat for a <br />subdivision to be named Ramsey Commons 2nd Addition. The subdivision consists of a replat of <br />the ~1 lots in Ramsey Commons and 4 lots in Sunny Ponds into 11 single family urban residential <br />lots. The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed preliminary plat dated March I7, 1993 <br />City Staff review letter dated February 23, 1993 <br /> <br />Observations: <br /> <br />The subject property is properly zoned for development with single family urban residential lots. <br /> <br />Subsequent to the City Staff review letter of February 23, 1993 and the recommendations of the <br />Planning Commission, the developer has modified the preliminary plat so that all of the lots contain <br />10,800 square feet of area above the wetlands. <br /> <br />The lots are proposed to have street access via a cul-de-sac extension of 148th Lane N.W. from <br />Sunny Ponds to the east. The proposed cul-de-sac does not exceed the 600 foot maximum length <br />established in City Code. <br /> <br />A portion of the plat is impacted by a wetland which will have to be replaced. The ~ading and <br />drainage plan and wetland mitigation plan have been submitted and appear to be generally <br />acceptable. The wetland mitigation plan has been forwarded to the Lower Rum River Water <br />Management Organization for review. Final comments on the ~ading and drainage plan and <br />wetland mitigation plan will be forwarded to the developer prior to final plat approval. <br /> <br />In accordance with the recommnedations of Staff and the Park and Recreation Commission, park <br />dedication will consist of a cash payment. In addition, the developer shall provide a 35 foot wide <br />strip of park land that will be developed with a bituminous path to provide pedestrian access to <br />Nowthen Blvd. <br /> <br />As a result of this replat, a small triangular wedge of right-of-way comprising the southwest end of <br />148th Lane in Sunny Ponds subdivision will need to be vacated. The developer should be made <br />responsible for the vacation costs. <br /> <br />Recommendation: <br /> <br />City Staff and the Planning and Zoning Commission recommend preliminary plat approval <br />contingent upon compliance with City Staff review letter dated February 23, 1993 and a favorable <br />review of the wetland mitigation plan by the Lower Rum River Water Management Organiarion. <br /> <br /> Council Action: <br /> <br />Morion to: <br />Approve/deny the request for preliminary plat approval of Ramsey Commons 2nd Addition <br />contingent upon compliance with City Staff review letter dated February, 23, 1993 and a <br />favorable review of the wetland mitigation plan. <br /> <br />Review Checklist: City Engineer <br /> Zoning Administrator <br />CC: 3/23/93 <br /> <br /> <br />
