In accordance with tile approved preliminary plat, the dead-end extension of <br />Argon Street N.W., south of 147th, is approved at a length of approximately 850 feet. The <br />City's transportation plans call for a 120 foot right-of-way for ma)or arterial, which would <br />require the developer to dedicate 60 feet from the center of T.H. #47. The preliminary plat <br />shows 50 feet is proposed to be dedicated. In light of the fact that ,:10 feet of park has been <br />dedicated adjacent to the right-of-way, Staff feels the 50 foot dedication for T.H. #47 will <br />be adequate. <br /> <br />In accordance with Staff's recommendation, the plat has been designed to provide a street <br />outlet from this subdivision onto T.H. #47 that will align with the future intersection of <br />Sunfish Lake Drive and T.H. 847. <br /> <br />Park Dedication. The proposed plat was reviewed by the Park and Recreation Commission <br />on February 11. It is recommended that park dedication consist of land dedication and <br />development of 8 foot wide hardsurface trails from the southwest corner of the pla~ <br />travelling north and east through the plat to connect with Juniper Woods. Park dedication <br />credit will be given for all areas dedicated for trail purposes outside of street right-of-way <br />and the value of constructed improvements. Any remaining park dedication due would be <br />satisfied by the developer continuing the constructed trail improvements from the north <br />boundary of Amber Ridge, through Juniper Woods to 153rd. <br /> <br />Landscaping. In accordance with the City's request, the grading plan does indicate that a <br />six (6) foot berm to buffer the single family homes and trail from Hwy. #47 will be <br />provided. The developer is in the process of preparing a landscape plan for the berm which <br />will include tree plantings as part of the City's ReLeaf Grant. <br /> <br />Drainage and Wetlands. A grading and drainage plan has been prepared which provides <br />for collection and transmission of storm water to sedimentation basins and low wetlands <br />prior to ultimate discharge into the Rum River via two outfalls. The drainage plan, as well <br />as the proposal for filling and replacing 0.14 acres of non-protected wetland has been sent <br />to the Lower Rum River Water Management Organization (LRRWMO) for permitting. <br />Approval of the subdivision drainage plan and wetland mitigation is anticipated within the <br />easement provisions of the final plat document. However, in the event additional <br />easements are necessary to facilitate the drainage provisions required, the development <br />a~eement requires the developer to convey by separate document any additional easements <br />that may be required. <br /> <br />Extension of Sanitary Sewer. In order to service approximately fifteen (15) lots in the <br />northwest corner of the plat, it will be necessary to extend a trunk sewer by gravity flow. <br />The necessary sanitary trunk sewer is identified on the City's comprehensive sewer plan. <br />We therefore recommend that this trunk sewer be extended by the Developer with a credit <br />for the cost of the installation being given against the amount of trunk sewer and water <br />charges. The proposed development agreement addresses the details for determining the <br />basis of the credit and the terms for payment to the City of the anticipated trunk charge <br />balance, <br /> <br /> <br />
