CASE <br /> <br />REPORT FROM PUBLIC WORKS <br />By: Public Works Staff <br /> <br />Background: <br /> <br />The Public Works Committee met on Tuesday, March 16, 2004 and discussed the following two <br />casI~s~ <br /> <br />Case #1 <br /> <br />Consider Establishing Vision Clearance Triangle into City Code <br /> <br />Background: <br /> <br />City Engineer Jankowski explained at the November 2003 and January 28, 2004 Public Works <br />Committee meetings there was discussion of establishing a vision clearance triangle to enhance <br />intersection safety. In November, the Committee reviewed similar policies and ordinances from <br />twelve nearby communities. At that meeting it was apparent that the River Falls model was the <br />Most comprehensive of those reviewed. At the January meeting the River Falls policy was <br />drafted for inclusion into section 9.11.01 of the City Code. However, prior to recommending <br />introduction of the proposed ordinance, the Committee requested that staff show the impact of <br />the triangle on adjacent properties in circumstances which typically might be found in the City. <br /> <br />City Engineer Jankowski noted the Committee has been supplied with a figure which illustrates <br />areas of private properties that would be impacted as a result of adopting this ordinance. This <br />ordinance would have the greatest impact on comer lots in which the intersecting streets are <br />uncontrolled. In most cases, the area of impact to private property could be greatly reduced and <br />usually eliminated altogether by posting a stop condition on one of the streets. He explained the <br />proposed ordinance also applies to alleys and commercial drives. There would also be an impact <br />to private property from this provision which would range from a 5 to 10.5 foot triangle <br />depending on whether it intersected a minor or MSA Street. <br /> <br />Motion to forward the draft ordinance to the City Council for introduction and that it be reviewed <br />by the City Attorney, Community Development and the Police Department. The draft ordinance <br />should include the suggested provision that existing properties will be handled on a case by case <br />basis. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case#2: Consider Placement of Stop Sign on Unity Street at Intersection with <br /> McKinley Street <br /> <br />Background: <br /> <br />City Engineer Jankowski stated that a request has been received by Mr. Doug Jones requesting <br />placement of a stop sign for south bound Unity Street at its intersection with McKinley Street. <br />This intersection is located in the Business Park 95 commercial district. The following <br />information was reviewed when considering this request: Accident history, Traffic volumes, and <br />Sight Distance. <br /> <br /> <br />
