PW CASE: 2 <br /> <br />CONSIDER PLACEMENT OF STOP SIGN ON UNITY STREET <br />AT INTERSECTION WITH MCKINLEY STREET <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />A request has been received from Mr. Doug Jones requesting placement ora stop sign for <br />south bound Unity Street at its intersection with McKinley Street. This intersection is <br />located in the Business Park 95 commercial district. Staff has reviewed this intersection <br />and offers the following information as background in considering this request. <br /> <br />Accident history A review of the police department records show one reported <br />accident at this intersection since January 1, 2000, a period of just over four years. <br />This accident is the one referenced in Mr. Jones' letter. <br /> <br />Traffic Traffic counts were taken between March 2nd and 4th of this year and the <br />results are illustrated on the attached sketch. The west leg of the intersection <br />(McKinley Street) has the heaviest amount of traffic with 2,168 trips per day. This <br />level of traffic is similar to that found on the City's MSA streets, for example <br />167th Avenue east of Nowthen Boulevard (2,067) and Alpine Drive west of <br />Ramsey Boulevard (2,398). The north and east legs of this intersection have daily <br />traffic counts of 1,438 and 1,209 respectively, which are also similar to other <br />MSA streets such as Alpine Drive west of Nowthen Boulevard (1,403) and Alpine <br />Drive east of Nowthen Boulevard (1,107). <br /> <br />Sight Distance For vehicles southbound on Unity Street, approaching vehicles <br />from east bound McKinley are in view for more than 15 seconds at normal travel <br />speeds before reaching the intersection. However the approaching westbound <br />traffic on McKinley Street, particularly low profile passenger vehicles are only <br />visible for 4 to 5 seconds prior to reaching the intersection. This is due to a drop <br />in the grade of McKinley Street of nearly 6 feet within a distance of 250 feet east <br />of the intersection. In addition, this sight line is also partially obscured by the <br />commercial logo sign of the property on the northeast comer of the intersection. <br />A desirable sight distance should provide 10 seconds of vehicle visibility before <br />arriving at the intersection. <br /> <br />Observations: <br /> <br />The Manual on Uniform Traffic Control provides guidance for the posting of Stop signs. <br />By virtue of the amount of traffic on McKinley Street, placement of a Stop sign on the <br />north leg of this intersection (Unity Street) could be considered to meet the condition of <br /> <br /> <br />
