Mr. $chroeder stated, with regard to truth in taxation, that by the time the public bearing is held, the budget decisions have basically been made. It would make sense to have the truth in taxation meeting in the early spring where people could comment generally on where the.,',, feel too much money is being spent, etc. This would give the City more of an idea of what ifs residents feel is a priority. Commissioner Donovan stared lhere is no power being taken away from the citizens if no one responds to these liaison meetings anyway. Chairperson Steffen stated he is against putting something in the City's Charter that is not needed; however, he hates to take something :twa>, without replacing it. He suggested noting that these meetings were not attended but that Council will create a meeting if needed. Commissioner Cooode felt there is enough of a safety gage in place to allow citizenry opinion and recommended this proposed ordinance be presented to Council. Commissioner Donovan reiterated that since Council starts out ever.,,, meeting with public input he has no problem recommer~ding this ordinance be adopted. Commissioner Netzloff echoed the same feeling. Motion by Commissioner Goode and seconded by Commissioner Swokowski to direct City Staff to initiate proceedings in accordance with State Statutes to amend the City Charter to eliminate the requirement for precinct liaison meetings. Motion carried. Voting Yes: Chairperson Steffen, Commissioners Goode, Swokowski, Donovan and Netzloff. Voting No: None. Absent: Commissioners Marn and Stretar. Case #2: Commission Terms Chairperson Steffen and Commissioners Donovan, Goode and Netzloff indicated they would serve another term on the Charter Commission Commissioner Stretar had previously indicated he could not make the con'm'fim'~ent at this time to serve another four- >,ear term. Commissioner Graen had resigned earlier in the >'ear because of relocating; therefore, there would be two vacancies to fill Motion by Commissioner Swoko,,vski and seconded by Commissioner Netzloff to direct City Staff to advertise to fill two vacancies on the Charter Commission to a term to expire May 12, 1997. Motion carried. Voting Yes: Chairperson Steffen, Commissioners Swokowski, Netzloff, Donovan and Goode. Voting No: None. Absent: Commissioners Mare and Stretar.
