City of Ramsey

15153 NOW~HEN BOULEVARD N.W., RAMSEY, MINNESOTA 55303

* (612) 427-1410

Ma)' 27, 1993

Bill Howard
Shelter Venture Propemes
1421 East Wayzata Blvd.
Wayzata, MN 55391

Re: Review of Site Plan for Parabody Expansion

Dear Mm Howard:

We have received the site plan for the proposed expansion of the Parabody facility at 14150
Sunfish Lake Blvd. N.W. The site plan consists of three (3) sheets rirawn by Graphic Design
Architects dated 5/11/93, revision date 5/26/93. The expansion of the Parabody facility is
proposed to consist of consmaction of a 69,888 square feet addition to the existing facility for
warehouse purposes. We offer the following comments:

~ The subject proper'w, is zoned Industrial and the proposed expansion is in
conformance with the permitted uses in that rlisu-ict. The adjacent parcels a_re also zoned
Industrial.

Lot Coverage: CiD' Code limits lot coverage to 35% of the lot area. The subject property is
435,600 square feet in size; lot coverage would be limited to 152,460 square feet. The
existing structure and the proposed expansion tot. al 129,920 square feet.

Setbacks: The proposed lo:.arion of the structure exceeds the 35 foot rear yard and 20 foot
side yard setback.

Off Street Pcrldng Spaces: City Code requires 1 parking space for each employee on the
maximum working shift. The site plan indicates the nnmber of employees as 60. There are
59 off-street parking spaces existing on the site; the site plan proposes to add 29 spaces for
a total of 88, 2 of which are designated for handicap use.

Hardsurfacin_¢: Ten new loading doors are proposed on the south side of the expansion,
tn accordance with City Code, this area is proposed to be surfaced w/th bituminous and
f'm/shed with B-612 concrete curbing. One lo,ding door is proposed on the west side of
the expansion. A bituminous access without curbing is.proposed to provide access to this
loading area_ It is Staff's recommendation that if no additional expansions are proposed to
the west end of the facility, that the perimeter of this access to the west loading should also
be finished with curb.

Landscaping: No additional landscaping has been proposed for the expansion area~ At a
minimum, Cit'5' Code requires the establishment of ruff. From an environmental aspect,
planting conifer trees on the north property tine, and possibly the west also, would be
advisable to reduce the wind speed and therefore reduce winter heating costs by up to 20%.
