11. <br /> <br />12. <br /> <br />I3. <br /> <br />14. <br /> <br />III. <br /> <br />Using the calibrated water system model, identify and evaluate current deficiencies in the <br />City's water system with respect to flow capacities, water system pressures and other <br />operational considerations. <br /> <br />Using the calibrated water system model, evaluate and make recommendations regarding <br />the type, locations and sizing of future production and storage facilities as well as future <br />transmission/distribution mains required to meet the design years and ultimate population <br />demands. <br /> <br />Prepare a 5-year and 20-year capital improvement plan for the water system. Include in the <br />plan the capital and operation/maintenance costs for each improvement based on present <br />day value. <br /> <br />Prepare an emergency and conservation plan which addresses supply and demand <br />reductions measures, allocation priorities and alternative sources of water for use in an <br />emergency. <br /> <br />Proposal~ <br /> <br />Proposal will be accepted until 4:30 PM Wednesday, July 7, 1993. No late proposals will <br />be considered. Proposals are to be sealed in mailing envelopes with the responders name <br />and address clearly written on the outside. Proposal shall be submitted in triplicate. The <br />following will be considered minimum contents of the proposal. <br /> <br />A work plan outlining the approach that will be taken to accomplish the study including a <br />project schedule. <br /> <br />A synopsis of the goals and objectives by the responder as a demonstration of their view of <br />the proposal. <br /> <br />Resumes of the individual who will be responsible for preparing the study, along with a <br />listing of those individuals experience on comparable work. <br /> <br />A listing of the firms experience on similar projects including dates and client <br />representatives. The successful responder shall have experience on at least three similar <br />studies. <br /> <br />A listing of services that would be subcontracted to other firms. <br /> <br />The proposed cost of services, project costs shall be charged on an hourly rate basis with a <br />"not to exceed" total compensation cost included in the proposal. Third party sub- <br />contractors costs shall be included in this not to exceed cost. The responder shall itemize <br />anticipated hours for individual work tasks to underscore the areas of emphasis in the <br />study. <br /> <br />Evaluations and AwarO <br /> <br />The proposal will be evaluated by City Staff. Proposal evaluation will be based upon <br />submitted based upon the submitted work plan, qualifications and experience of the study <br />personnel, and the study cost. A recommendation to award will be submitted to the City <br />Council at the July 13, 1993 city council meeting. <br /> <br /> <br />
