City of Ramsey <br /> <br />Preparation <br /> <br /> Request for Proposal <br /> for the <br />of a Comprehensive Water System Plan <br /> <br />I. l~.¢3¢'ripfion of Work <br /> <br />This request for Proposals is for a study of the City's water supply storage and distribution <br />system, to assess the current status of the system and to identify any deficiencies that may exist <br />along with recommendations for remediation. It is the intent of the City to utilize the resulting <br />report in determining future distribution network sizing associated with ongoing development <br />and also as a basis for implementing a capital improvement program to correct deficiencies and <br />growth requirements. It is also desired that the study address requirements associated with <br />Department of Health and Metropolitan Council directives for such studies. <br /> <br />II. Scope of Work <br /> <br />It is anticipated that the following tasks will need to be undertaken during the course of the <br />study. Additional tasks may be proposed by the responder if it will enhance the resultant <br />project. <br /> <br />1. Analyze population growth trends for City and determine design population for design <br /> years 1993, 1998, 2013 and ultimate population.. <br /> <br />2. Analyze con.sumption trends for residential and commercial/industrial uses and determine <br /> current average demand for'each type. <br /> <br />3. Based on analysis of current proposed land use and zoning, determine average demand per <br /> type of use for design years and saturation population. <br /> <br />4. Develop individual projections of future consumption for selected high volume users (if <br /> any) identified in Task 2. <br /> <br />Determine maximum daily and peak hourly demands for design years and saturation <br />population, based on past usage records and adjusted per the experience of similar <br />communities within the state. <br /> <br />Review the fn'e protection rating (ISO classification) for the City and determine maximum <br />fzre flow requirements. Also, make recommendations regarding upgrading the City's ISO <br />classification. <br /> <br />Review and summarize water quality characteristics at the well heads with respect to the <br />current and proposed drinking water regulations of the Minnesota Department of Health <br />(MN/DOH) and the federal Safe Drinking Water Act. Analyze impacts of these regulations <br />on the City's water supply and the City's utilities budget. <br /> <br />S. Based on City staff input, as well as enacted and proposed state and federal requirements, <br /> prepare an evaluation of and make recommendations for the utility's treatment needs. <br /> <br />Prepare a water distribution system analysis, using a digital computer modeling techniques, <br />to evaluate the adequacy of the existing system of transmission and distribution mains to <br />accommodate future demands under adequate pressure flow and conditions. <br /> <br />10. Perform. field testing as necessary to validate and calibrate the computer model. Model <br /> accuracy shall be within 2 psi static pressure and within 10% for changes in system <br /> pressure during field tests. <br /> <br /> <br />
