That the City of Ramsey has established a position that when a site receives discarded materials and transfers those materials to another site for processing into a product with end value, thc site where those materials are received is considered to be a solid waste management facility for which a conditional use permit is required. Additionally, wholesale operations is neither a permitted principal use or accessory use in the Industrial District, and therefore a conditional use permit is also required this type of activity. That the Applicant is in compliance with MPCA rules and Anoka County H_~z~rdous Waste regulations as it pertains to the collection of waste oils and the use of solvents relating to the disassembly of engines and tranmissions activities on Lot 1. That the building plans have been drafted and the Applicant has stated his intent to provide for continued compliance with all pertinent regulations relating to the collection of waste oils and the handling of solvents if the disassembly of engines and transmission activities are approved for Lots 2 and 3. That the proposed use will not substantially adversely impair the use, enjoyment or market value of any surrounding property. That the proposed use will not create excessive additional requirements at public cost for public facilities and services. That the proposed use will not involve uses, activities, processes, materials and equipment and conditions of operation that will be detrimental to persons, property or the general welfare by reason of excessive production of glare, noise, traffic, smoke, fumes or odor. That the proposed use will not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity or to the public welfare. That the proposed use will be consistent with the intent and purposes of Chapter 9.03.04 (Conditional Use Permits) of the Ramsey City Code. That ff granted, the Applicant has stated no opposition to extending the terms of the conditional use permit to Lot 4, Blcok 4, Gateway North Industrial Park Plat #2. 18. 19.
