10. <br /> <br />~ As a result of the proposed development, approximately one <br />additional acre will be rendered impervious. The grading plan calls for <br />directing the runoff to the right-of-way at two locations, one being a curb <br />cut spillway approximately 40 feet south of the building and the other at the <br />newly proposed north drive entrance. Once water is conveyed to the <br />shallow one foot ditch, it will follow to the north and pond in an existing <br />low area de£med by the 884 contour which covers an area of approximately <br />0.25 acres. An 18 inch culvert transmits the runoff to the east side of Basalt <br />Street where it would sheet into a natural area on the northwest portion of <br />the private lot before eventually discharging to the wetland north of County <br />Road #116. It is suggested that a sump area be constructed on Lot 4 with a <br />bottom elevation of 862 feet over an area of 3,500 square feet. This would <br />be sufficient to contain a two inch runoff event. The additional runoff from <br />greater precipitation events would be handled with overflow into the <br />naturally, existing Iow area and percolation into the predorrfinantly sandy <br />soils. <br /> <br />11. <br /> <br />Building Materials: The proposed structure will be a cement block <br />construction with a metal roof. This does meet City Code requirements for <br />an exterior facing finish of 50% other than metal. At the Planning and <br />Zoning Commission meeting on June 7, t993, Mr. Karst indicated that <br />approximately the upper 25% of the structure wuld be constructed of <br />decorative block. <br /> <br />~ Plans for exterior lighting were not shown on the site plan. Any <br />on-site lighting should be arranged so as not to emit an excessive mount of <br />lighting off the property, <br /> <br />The Ramsey City Council will be meeting at 7:00 p.m. on Tuesday, June 22, 1993, <br />to consider your request for a conditional use permit and site plan approval. <br />Enclosed for your information is a copy of the proposed findings of fact, <br />conditional use permit, and site plan development permit relating to your request for <br />a conditional use permit and site plan approval.
