CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO DISASSEMBLE ENGINES <br />AND TRANSMISSIONS AND CONDUCT WHOLESALE OPERATIONS IN THE <br /> INDUSTRIAL DISTRICT; <br /> CASE OF DANNY'S TRANNY'S, INC. (DAN KARST, JR.) <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Dan Karst is requesting a conditional use permit to disassemble engines and wansmissions and <br />conduct wholesale activities in the Industrial District To accommodate these activities, Mr. Karst <br />has submitted a site plan to consmact a 12,500 square foot building on Lots 2 and 3, Block 4, <br />Gateway North Industrial Park Plat #2. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br /> <br />Site location map <br />Site plan (4 sheets) and Building plans (2 sheets) <br />Planning and Zoning Commission public heating minutes dated June 1, 1993 <br />Planning and Zoning Commission regular meeting minutes dated June 1, 1993 <br />Planning and Zoning Commission special meeting minutes dated June 7, 1993 <br />Proposed Findings of Fact <br />Proposed Conditional Use Permit <br /> <br />Observations: <br /> <br />Mr. Karst's proposed operation of Danny's Tranny's on Lots 2 and 3 consists of acceptance of <br />discarded engines and transmissions for disassembly. The aluminum by-products resulting from <br />the disassembly operations will be transported to the aluminum processing facility on Lot 1. The <br />reusable engine and transmission parts resulting from the disassembly process will be wholesaled <br />on the site. <br /> <br />On March 9, 1993, the City of Ramsey issued a conditional use permit to Danny's Aluminum <br />Processing to allow for the disassembly of engines and transmissions on Lot 1. <br /> <br />On June I, 1993, the Planning and Zoning Commi.~sion conducted a public hearing regarding Mr. <br />Karst's request to permit this type of activity on Lots 2 and 3 also. Bob Brown of Production <br />Design Products and Jerry Martin of the Ah-So Company submitted verbal comments in <br />opposition to Mr. Karst's request. The request was tabled for further review. <br /> <br />On June 7, the Planning and Zoning Commission recommended approval of Mr. Karst's request <br />for a conditional use permit to disassemble engines and transmissions within a building on Lots 2 <br />and 3. Mr. Karst is proposing no exterior storage of parts or equipment on Lots 2 and 3. The <br />Commission recommended that the terms of the CLIP also apply to Lot 4 to prevent Mr. Karst <br />from using that lot for exterior storage. <br /> <br />Another issue of discussion at the Planning and Zoning Commission meeting on June 7 was the <br />cost of processing, administering and enforcing Mr. Karst's conditional use permits. At the time a <br />land use application is ma&, the applicant is required to place an established amount in an escrow <br />account with the City. Ail costs incurred by the City, including processing the application and <br />subsequent administration and enforcement of whatever permit was granted, are charged to this <br />escrow account. The applicant is sent statements indicating charges to the account and the amount <br />of credit or debit balance remaining. When the account goes into a debit state, the applicant is <br />required to make a deposit into the account. <br /> <br />qg <br /> <br /> <br />
