Mr. Karst currently has three escrow accounts with the City; one for the existing conditional use <br />permit on Lot 1, one for the proposed conditional use permit on Lots 2, 3 and 4, and one for the <br />proposed consn'ucfion on Lots 2 and 3. Historically spealdng, Mr. Karst has made it a practice to <br />keep his accounts in a credit balance and currently, they continue to be in a credit sram. <br /> <br />In some instances where a conditional use permit is of a complex nature, the City has required the <br />applicant to maintain a minimum balance in the escrow account. The Planning and Zoning <br />Commission discussed this on June 7, but a motion to require a $3,000.00 minimum balance at all <br />times failed. The records show that Mr. Karst's operations do consume more staff time than the <br />norm and some minimum balance in the escrow account would be appropriate. Staff is <br />recommending that the CUP for Lots 2, 3 and 4 require a minimum escrow balance of $500.00. <br /> <br />Recommendation: <br /> <br />City Staff and the Planning and Zoning Commission recommend approval of the request for a <br />conditional use permit.
