Case #

AUTHORIZE AWARD OF CONTRACT FOR LAND USE,
TRANSPORTATION AND SHORELAND PLANNING
By: Ryan Schroeder, City Administrator

q

Background:

Council has previously authorized the receipt of proposals for consulting services pursuant to the
attached request. We have received the following responses:

Land Use Transportation Protection Total
Update Planning Element Proposal
Firrfl ~ Hours / Cost Hours / Cost Hours / Cost

SEH 153 $10,840 280 $19,235 166 $11,200 599 $42,075
RLK UD 7,500 NA UD 5,000 UD 12,500
HAA 217 11,065 293 17,195 87 4,675 597 32,935
BRW 200 12,320 268 15,880 124 7,840 592 36,040
OSM 240 15,880 270 ! 8,300 66 5,840 576 40,020

UD = Undefined
NA = Did not propose on this element

Staff estimates that direct costs such as photo copies, extra-mapping and mileage for the three
elements will not exceed $1,000.

Conclusion:

We have reviewed all of the proposals and fred ail five fn'ms qualified and fully apprised of the
project scope and projected work effort. We have noted that the lowest bidder on the
transportation element, BRW, is also the fu-tn requested by Anoka County to revise the County
Transportation Plan. This plan update was requested by the MetropoIitan Council as a contingency
of receipt of a Ramsey MUSA. Therefore, the County will be requesting City participation
towards the update. The attached resolution assumes this forthcoming request.

The lowest bidder on the Land Use and protection elements is RLK at $12,500 for the two
projects. While awarding all three elements to the low bidder in total has some coordination
benefits, staff believes that contracting with RLK for the above tasks and BRW for transportation
results in some unique benefits. ~

Council has previously authorized the above studies pursuant to actions referenced in the attached
resolution. Council has not designated from what fund or source the City portion of the above will
be encumbered. Council also has not discussed allocating funds toward the County Plan.
