CITY OF RAMSEY <br />REQUEST FOR PROPOSAL <br />COMPREHENSIVE PLANNING SERVICES <br /> <br />SECTION I: GENERAL INFORMATION <br /> <br />The City of Ramsey is soliciting proposals for the following planning tasks: <br /> <br />a) Update Land Use Element of Comprehensive Plan <br /> <br />b) Update Tr'ansportation Element of Comprehensive Plan <br /> <br />c) <br /> <br />Update Protection Element of Comprehensive Plan as it pertains to lakes which <br />includes updating the Shoreland Management Ordinance in accordance with revised <br />State rules. <br /> <br />The existing Comprehensive Plan was first written in 1980 with amendments for MUSA <br />expansions in 1990 and 1992. In the process of updating the elements named above, the <br />consultant should look at the goals for the entire City and for the individual residential, commercial <br />and industrial neighborhoods of the City. <br /> <br />SECTION II: WORK STATEMENT <br /> <br />A fu'rn wishing to respond to this request for proposal for one or more of the tasks is asked to <br />outline how they propose to address the items below: <br /> <br />Land Use Element <br /> <br />Prepare a revised land use map and land use text for the entire City including single and <br />multi-family residential, commercial, light and heavy, industrial, park and other public <br />properties. This revision should be consistent with projected MUSA expansions, <br />Metropolitan Council policies and local and regional roadway systems. The City Staff will <br />prepare the contemplated Major Comprehensive Plan Amendment submit-mi to Metropolitan <br />Council, but the consultant will be expected to respond to the Metropolitan Council review <br />and prepare the final text and map based on the direction of the City. <br /> <br />Transp_ ort~l:ign Et~mCnl: <br /> <br />Review existing City thoroughfare plan for collector and arterial thoroughfare designations. <br />Identify existing and proposed arterial and collector thoroughfare corridors necessary to <br />provide adequate traffic circulation consistent with the revised land use plan. Based on the <br />evaluation and the revisions to the Land Use element, prepare a revised roadway system <br />map and text consistent with State and regional guidelines and plans. Identify wetland <br />impacts resulting from the construction of non-existing collector and arterial thoroughfares <br />and solicit input from the Department of Natural Resources on those elements having an <br />impact on protected wetlands. Include in the revised thoroughfare plan an analysis which <br />integrates Ramsey's plan with neighboring communities, particularly Elk River and Anoka. <br />Seek comments from neighboring communities on the proposed thoroughfare plan. <br />Review and develop recommendations regarding the policy for access onto collector and <br />arterial streets. Specifically review the Highway #10 Corridor Study and make <br />recommendations for knplementation for access control concerns along Highway #10. <br />Evaluate the traffic impacts on arterial streets from the consumction of the proposed <br />Mississippi/Dayton bridge. The City Staff will prepare the Major Comprehensive Plan <br />Amendment submittal to Metropolitan Council, but the consultant will be expected to <br />respond to the Metropolitan Council review and prepare the final text and map based on the <br />direction of the City. <br /> <br /> <br />
