Protection Element Compare existing Shoreland Management Ordinance to revised State rules to identify areas of deficiency and draft a revision to said ordinance accordingly. Subsequent to revising the Shoreland Management Ordinance, review and draft revisions, as necessary, to the text in the Protection Element of the Comprehensive Plan. In addition, the consultant will prepare an updated environmental overlay map of shorelands, wetlands, flood plains, and critical and scenic river corridors for submittal to the Metropolitan Council and Department of Natural Resources. (See attached grant agreement.) The consultants shall also be responsible for providing the City with the final text on computer diskettes in a format compatible with the City's system. All maps required shall be provided in reproducible 1,000 scale and 11 x 17 reduction. The City of Ramsey has available to the consultant the following information: Comprehensive Plan (1980) Comprehensive Plan Amendments (1990 and 1992) Current Zoning Map Current Zoning Ordinance Current Transportation Plan and update within 1990 Comprehensive Plan Amendment Highway #10 Corridor Study Anoka County 2010 Transportation Plan Current Shoreland Management Ordinance State model shoreland ordinance Most of the documents listed above are quite substantial and due to the limited number of copies available, we respectfully request that perspective bidders make arrangements with Sylvia Frolik (427-1410) to review these documents at the Ramsey Municipal Center. Upon request, copies of the documents, or portions thereof, will then be provided within a reasonable time frame. A $25.00 deposit will be required for copies of documents in their entirety. SECTION III: PROPOSAL REQUIREMENTS AND PROJECT COSTS The proposal should include: 1. Scope of work. 2. Methodology of study. 3. Provisions proposed for public input. 4. Provisions proposed for coordination with any outside agencies. Estimated number of meetings with advis°ry boards, City Staff, City Council, public and outside agencies to accomplish each element to final product.* Description of final product. 7. Time table for completion of task. Cost of work including the estimated number of hours by employee classification (professional, technical, clerical, etc.) for each subtask and their respective hourly rates. Note that this cost is to be exclusive of meetings. The City also requests that the consultant provide a "not-to-exceed" figure at various levels of service provided. 131
