SCOPE AND INTRODUCTION <br /> <br />The purpose of this stud)' is to determine the feasibility and associated costs for providing a <br />bituminous street to serve the segment of 164th Lane N.W. between County Road #5 (Nowthen <br />Blvd. NWv'.) and the western terminus of I64th Lane NW. The project was initiated with the receipt <br />of a petition signed by six (6) of the benefited property owners fronting on 164th Lane. Exhibit A <br />defines the project area and identifies the benefitted properties which would be assessed as a result <br />of the project. <br /> <br />EXISTING CONDITIONS <br /> <br />The present streets consist of a rural section with a sand surface approximately 21-26 feet in width <br />and shallow ditches existing on both sides of the roadway. The topography is generally fiat and <br />some, but not ali, driveways are served with culverts. There appears to be no significant problems <br />with the existing drainage patterns. <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />It is proposed to provide 164th Lane N.W. with a 24 foot wide bituminous surface consisting of <br />two inches of bituminous wear course placed on top of a four inch Class V base course. A two <br />(2) foot wide Class V shoulder will be constructed adjacent to the bituminous pavement. The <br />roadway will receive only minor grading to assure a consistent transverse profile across the width <br />of the roadway. Material from the roadway will be stockpiled in windrows along the sides of the <br />road to be used for backI-~lling slopes against the new road profile which can be anticipated to be <br />raised approximately five (5) inches. This stockpile material will be fertilized, seeded and mulched <br />to restore turf to the roads edge. If higher quality lawn is desired, it will be the property owner's <br />responsibility to add topsoil and seed or sod. <br /> <br />It is proposed that the existing dead end on 164th Lane NW. be paved with a 66 foot diameter cul- <br />de-sac. It is further proposed that the paved right-of-way be installed approximately 50 feet further <br />west than the existing dirt cul-de-sac, as this will allow maintained public roadway into parcals 7 <br />and 8. Although, the dedicated right-of-way extends halfway through parcels 7 and 8, the current <br />dirt cul-de-sac terminates approximately 20 feet east of their eastern property lines. The new cul- <br />de-sac would stop short of causing the removal of the desirable trees located in thge canter of the <br />right-of-way. There will be no significant alterations to the area drainage as a result of this project. <br />However, the Public Works Department will clean culverts and ditches which have filled over the <br />years as a result of roadway grading. <br /> <br />Bituminous driveways will be extended to match with the paved roadway. If the area of the drive <br />extension exceeds 200 square feet beyond the edge of the street, the property owner will be <br />charged for the cost of additional bituminous necessary for the match. These additional costs are <br />not included in the cost estimates provided in Table 1. Gravel drives will be restored to match the <br />street grade with Class V. <br /> <br /> <br />
