City of Ramsey
Page Three

PROJECT DESCRIPTION

Alexandra House is currently negotiating on a 3.48 parcel of land located in the
northwest corner of the City of Blaine. The site for the facility is accessible
to public transportation, shopping and parks. Our site search has focused
primarily in the northern and western parts of Blaine in order to ensure that the
new facility is more centrally located within Anoka County.

Alexandra House, Inc. proposes to build a new facility to provide 24 hour
temporary, emergency housing and support services to 30 battered women and their
children/youth. This facility will have space for a children/youth program, a
women's program, various community advocacy programs; i.e. hospital advocacy,
Intervention services, community advocacy in northern Anoka County, support and
educational groups, storage space for bulk purchases and donated household goods
and administration.

The building will be designed to be accessible to mobility impaired persons as
well as those who are hearing and visually impaired. The construction and design
will be very durable in order to maintain good appearance and to minimize
operating costs, staff time and energy spent dealing with repair and maintenance
of the physical plant.

The building itself will be approximately 10,000-13,000 square feet[ constructed
on two to three levels. Bulk storage and meeting rooms will be located on the
lower level, the first floor will have common dining and kitchen space, a
handicapped accessible bedroom/bath and the Women's and Children/Youth programs.
There will be an outdoor play area designed to accommodate a wide age range of
children/youth. The play area will be screened so that it is not visible from
the street. The building itself will reflect the residential nature of the
community.

Residents's rooms will be large enough to accommodate a number of family members
with maximum flexibility through the use of bunk beds. Flexible open office
space located in the "heart" of the common living area will allow residents easy
access to support services.

Commercial grade appliances, floor and wall finishes, case work, doors and
windows will be used in the construction of the new facility. These materials
will have a longer life, maintain their appearance, require fewer repairs and be
less costly to maintain.

The administrative and community outreach services offices will be located'in a
separate wing attached to the shelter itself by a common foyer. This will allow
a separation of the administration and service functions and provide the
residents and community families with more privacy from visitors associated with
administration. It will also allow administrative staff to be more efficient in
their work.
