I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REPORT ON INFORMATIONAL MEETING HELD <br /> BISON STREET PAVING PROJECT <br /> By: Steve Jankowski, City Engineer <br /> <br />ON <br /> <br />Background: <br /> <br />Upon direction of Council at the last meeting, an informational meeting between the City <br />Staff and the residents of the Bison Street N.W. area was held on Wednesday, August 18, <br />1993. <br /> <br />As you may recall, a number of feasibility studies were prepared during 1993 which <br />identified benefitted parties and estimated the assessments which would be applied to those <br />benefitted parties. Included as benefitted parties in the 1993 feasibility studies, as well as <br />in earlier studies, were lots within the Dellwood Hills subdivision. However, upon <br />reviewing the Dellwood Hills development agreement, the City agreed that no additional <br />monies beyond the $9,434 placed in escrow could be assessed to any of the lots in the <br />Dellwood subdivision. Thus the feasibility studies prepared were inconsistent with this <br />previous agreement. <br /> <br />With the lack of Dellwood Hills lots contributing additional monies toward the paving of <br />Bison Street N.W., the resulting individual assessments would exceed $6,000. All the <br />residents in attendance were in agreement that this amount represented too high of a burden <br />for the improvement of paving. Records show that individual assessments on similar street <br />paving projects between 1980 and the present generally have ranged between $2,300 and <br />$3,300, with the highest assessment during that period being $4,200. There was generally <br />a consensus that if the project assessments fell within the range of those previous <br />assessments, [assuming a cost escalator for time] the paving project would be supported by <br />the residents. <br /> <br />It was agreed that a new feasibility should be prepared that would propose a limit on the <br />amount of the project to be assessed, with the additional project cost being financed by the <br />City. It was noted that the City Council would need to consider the f'mancial impact of <br />such a modification in policy relative to the other remaining din streets within the City that <br />still require paving. An estimate of that impact and a public hearing on the new feasibility <br />study was tentatively scheduled for late September. <br /> <br />Discussion also occurred on the traffic volumes and street configuration for the south end <br />of Bison Street N.W.
